Help
  • Provides administrative oversight of all work performed at a nursery facility to ensure quality and quantity are maintained.
  • Develops project work plans, budget projections and identifies workforce and organizational needs in support of annual program of work.
  • Develops and maintains internal and external clients and partnerships in support of restoration, reforestation, conservation, and public education programs and activities.
  • Performs as a Contracting Officers Representative (COR) for services and materials provided in support of the nursery program of work.
  • Develop long and short-term planting and production schedules based on client requests, seed availability and consulting with regional reforestation specialists to coordinate allocation of nursery stock.
  • Develops and manages the annual nursery budget, including Working Capital Fund (WCF), non-Forest Service appropriated and trust funds, and incoming funds from grants and agreements.
  • Ensures program expenditures are legal, meet charge-as-worked principles, congressional intent, and remain within established budget limits.
  • Supervises up to 20% of the time - Performs administrative and human resources management functions and assures full compliance with safety regulations

Basic Requirement:


For the GS-0401 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate the knowledge, skills, and abilities required to perform working the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

For the GS-0437 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in horticulture; or a related discipline of basic plant science that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post-harvest handling of horticultural crops.

OR

Combination of education and experience that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post-harvest handling of horticultural crops. AND experience sufficient to demonstrate the knowledge, skills, and abilities required to perform working the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

Evaluation of Education: Courses in botany, plant physiology, plant taxonomy, plant pathology, genetics, agronomy, horticulture, and similar courses may be used to meet the 30-semester-hour requirement in basic plant sciences. The 16-semester-hour requirement in horticulture includes course work in basic horticulture and course work related to any of the recognized subject-matter fields of horticulture, i.e., fruits, vegetables, ornamentals, nursery work, seed production, or course work in related areas of science, such as micro-biology, entomology, plant pathology, plant physiology, or genetics that is directly related to horticultural work.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement: You must have one-year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as three (3) or more of the following: Assisting in providing administrative oversight of all work performed at a nursery/unit facility to ensure quality and quantity are maintained; and/or Assisting in the development of project work plans, budget projections, and identifying workforce and organizational needs in support of annual program of work; and/or Assisting in formulating annual and long-range plans that identified objectives, production goals, and budget projections in support of an annual program of work; and/or Performing as a Contracting Officers Representative (COR), or equivalent, for services and materials provided in a nursery or natural resources setting; and/or Providing technical training and advice on seed handling and/or plant propagation to lower graded employees; and/or Assisting with managing operations in the fields of bare-root stock production, container stock production, seed production, seed handling and storage, and stock quality monitoring.

OR

Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled).

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
