Summary

The Human Resources Specialist - Liaison is assigned to one of several field locations and works under the general supervision of the Senior Strategic Business Partner (SSBP). The position works with the SSBP in providing tactical and strategic consulting on employee and organization development strategies in support of business objectives. This position serves as the customer liaison for continuity between Medical Centers and Human Resources (HR).

Help

The incumbent performs work related to comprehensive, technical, and practical aspects of human resources and related services. Other duties involve responsibilities in direct support of effective operations of the parent and serviced organizations. Other purposes of this position are to conduct various HR duties that must be performed physically at the facility, and which require generalized yet thorough knowledge of all applicable laws, rules, regulations, including but is not limited to agency policy, master labor agreement, etc. for all HR functional areas. Serves as a secondary advisor between local leadership and NWHRN, V20 Operations. The incumbent also performs delegated duties assigned by the Senior Strategic Business Partner in support of all HR functional areas.

Duties include but are not limited to:

  • Serves as a point of contact for all HR matters onsite at the Medical Center.
  • Provides unbiased and generalized advice and consultation based on regulatory guidance for all HR functional areas.
  • Applies knowledge of all HR functional aspects to mitigate or completely settle customer questions and issues that present themselves to the HR office at the medical center.
  • Provides one-on-one and group-setting training to customers on various HR functional areas to assist in resolving issues.
  • Works with and serves as back-up SSBP, as a key advisor to the Director, the Executive Leadership Team (ELT), and all Service lines accountable to the Director.
  • Ensures smooth coordination directly between the customer and finding an effective resolution.
  • Performs a full range of advisory/assistance/counseling Human Resources Management (HRM) services regarding field station employment matters.
  • Participates with Employee Orientation (NEO).
  • Addresses walk-in customers.
  • Assists with Drug Free Workplace Program (DFWP) duties and consultation
  • Assists with arrangements [logistics] with Arbitration, MSPB, EEO, and other court proceedings.
  • Responds to customer regarding outstanding LEAF requests.
  • Prepares and directs initial position descriptions in conjunction with the Service and coordinates classification action with HR Consolidated Classification Unit.
  • Works with SSBP in providing consultation to the ELT regarding Labor-Management Relations issues.
  • Provides initial consultation for all agency external reports and station recurring reports assigned to the HRM function by the station Director and/or NWHN.
  • Aids with hiring fairs and onsite surge events.
  • Provides logistical assistance to SSU for Recruitment/Placement needs, including but not limited to pending pre-employment and/or onboarding tasks.
  • Provides consultation to managers for Technical Review actions.
  • Provides constructive day-to-day assistance and guidance to supervisors in order to help resolve operational problems.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 01/21/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • For a GS-7 position you must have served 52 weeks at the GS-5.
  • For a GS-9 position you must have served 52 weeks at the GS-7.
  • For a GS-11 position you must have served 52 weeks at the GS-9.
  • For a GS-12 position you must have served 52 weeks at the GS-11.

Preferred experience: Two years of VHA Human Resources experience.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

GRADE DETERMINATION: You may qualify based on your experience and/or education as described below:
To qualify for this position at the GS-7 level, you meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-5 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Utilizes HR functional principles, concepts, laws, regulations, techniques and guidelines for accurate guidance; assists in providing consultation on HR services regarding field station employment matters; communicates effectively between customer and resolving HR functional areas. ~OR~
Education: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond a bachelors degree) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

To qualify for this position at the GS-9 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing accurate guidance and escalate issues appropriately; assists in providing consultation on HR services regarding field station employment matters; communicates effectively between customer and resolving HR functional areas. Generalized, yet thorough knowledge of all applicable laws, rules, regulations, including but is not limited to agency policy, master labor agreement, etc. for all HR functional areas. Knowledge of HR related software programs to include Power BI, HR Smart, USA Staffing, LEAF and a working knowledge of MS Office software in the development of data for reports. Gathers, researches, identifies, and reports data to requesting customers. Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: utilizes knowledge of HR functional principles, concepts, laws, regulations, techniques and guidelines for accurate guidance; assists in providing consultation on Human Resources services regarding field station employment matters; researches to provide guidance and resolve operational questions or problems; analyzes labor data to identify, evaluate, and provide recommendations; communicates effectively between customer and resolving HR functional areas. Familiar with HR related software programs to include Power BI, HR Smart, USA Staffing, LEAF and a working knowledge of MS Office software in the development of data for reports. Gathers, researches, identifies, and analyzes data trends and metrics of HR issues for the Station. Responds to Customer Service issues and provides constructive day-to-day assistance and guidance to facility leadership to resolve operational problems. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Stays current with HR Recruitment, Employee and Labor Relations principles, concepts, laws, regulations, techniques and guidelines for accurate interpretations for technical guidance; provides full range of HR consultation services regarding field station employment matters; researches regulations, directives, handbooks, etc. to provide guidance and resolve operational questions or problems; analyzes labor data to identify, evaluate, and recommend appropriate HR interventions; communicates effectively between customer and resolving HR functional areas. Knowledge and experience in providing advice and consultation on Federal HR Regulations in all HR functional Areas. Subject matter expert on HR related software programs to include Power BI, HR Smart, USA Staffing, LEAF and a working knowledge of MS Office software in the development of data for reports. Independently gathers, researches, identifies, and analyzes data trends and metrics of HR issues for the Station. Responds to Customer Service issues and provides constructive day-to-day assistance and guidance to facility leadership to resolve operational problems. Works closely with Fiscal and Contracting to provide support to ER/LR on investigative requirements. Works in partnership with Senior Strategic Business Partner (SSBP) in providing Consultation to the Executive Leadership Team, top management officials and Union Leadership. Demonstrates the ability, and proven experience, for providing excellent service-to a wide range of customers, at all times.

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
