Duties

Help

  • Directs financial management policy in support of the ARNG installation.
  • Serves as a financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC).
  • Develops, coordinates and organizes an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting.
  • Provides oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.
  • Prepares quarterly resource management reports, monthly analysis of finance orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budge objectives.
  • Provides technical budgetary advice and assistance to federal and state agencies as requested.
  • Supervises Budget Analysis assigned to the USPFO.

CONDITIONS OF EMPLOYMENT & NOTES:

  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 2/24). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Qualifications

GENERAL EXPERIENCE: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

SPECIALIZED EXPERIENCE: To qualify at the GS-12 level, you must have a minimum of two years of singular or combined experiences in the DoD and/or National Guard financial program disciplines. An applicant should have experiences in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications. Preferred applicant has experience with GFEBS, RMOnline, DTS, DAMPS, GCSS-Army but not required. An applicant needs to have a working knowledge of the duties associated with the United States Property and Fiscal Office and the certification requirements for installation funds. Experiences may include working with the Financial Management Board or addressing sensitive military or civilian entitlement issues. Competent in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutant General's Department and/or accomplishing federal military and state support missions. Experiences involved the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds or non-appropriated funds. The applicant requires competencies in the financial management policies that support ARNG military organizations and units. An applicant must have a working knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of allocated federal funds. Experiences may include determining financial and budget impacts; and, recommending courses-of-action in regard to addressing DoD, Department of Army, National Guard Bureau, Inter-Service, and/or non-DoD governmental programs that affected ARNG plans, policies, and missions. Applicant must have competent skills in presenting accounting information, reporting methods, and/or analytic financial interpretations. Experiences included work that established or directed financial policies that ensured compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and national or local policies. Experiences involved the optimum use and control of financial resources. Experiences include work as a financial advisor to senior staff managers, major subordinate commands, and/or the Program Budget Advisory Council (PBAC). Skilled in providing financial advisory services, such as the availability and appropriate use of Federal funds, through briefings, conferences, and committee meetings. Competent in analyzing reports and data derived from financial systems, and, capable of identifying strengths and deficiencies. Competent in interpreting the legality and propriety of all financial program payments. Experiences may include the ARNG disbursement activities and a working knowledge of the pecuniary liability for these disbursements. Experiences included assisting in the development, coordination, or organization of an integrated system of financial services, that may have included budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting. Must have competencies in writing, analyzing, presenting, and training financial management system controls, policies, and procedures. Experiences involved accounting for and accurately managing federal funds in compliance with statutory requirements, regulations, directives, procedures, and national or local policies. Competent in recognizing potential problem areas through detailed risk analysis and vulnerability assessments that resulted in revised or new management control studies and operational reviews. Experiences in leadership roles are essential and may have involved leading, planning, or scheduling program work in a manner that promoted smooth flow and even distribution of work requirements. Leadership experiences included training and mentoring employees on finance programs and specific skill tasks. Must have working knowledge of equal employment and affirmative action programs.

Note: Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Education
