Duties

Help

As a Public Utilities Specialist, you will:

- Manage development of study work plans to address internal and external proposals on the operation of the FCRPS, including establishing study assumptions and goals, coordination and modification of timeline and tasks, evaluation of team resources, workload and allocation, and monitoring the progress and results of each project plan task.
- Manage internal communication and progress reports to BPA management and team members via weekly coordination meetings, written status reports, and ad-hoc meetings to communicate project workload and study/task progress, study accomplishments, documentation status, resolved and unresolved issues, and future meetings and milestone dates.
- Coordinate with management on workload assessments, resource assignments, product and task assessments and evaluations between BPA staff and the Army Corps of Engineers (Corps) and Bureau of Reclamation (Reclamation), the two agencies that operate the federal dams in which BPA markets, sells and delivers power from to customers.
- Provides external briefings to various public groups, stakeholders, tribes, and other government agencies or interested parties.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-13: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: Conducting or contributing toward analytical studies and cost-benefit analyses to identify solutions and accomplish long-range, utility business goals.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
