Duties

Help
  • Serves as principal financial advisor to NAF managers.
  • Administers, coordinates and consolidates APF and NAF MWR fund budgets; reviews for reasonableness and complementing actions.
  • Develops and coordinates the MWR fund segment of command review/analysis ensuring necessary financial review and analyses, and that budget variances are addressed.
  • Formulates and maintains a system of internal management controls.
  • Exercises financial oversight for installation private organizations, and certifies availability of funds for substantial expenditures.

Qualifications

Qualified candidates will possess the following:

  • work experience which includes the following:
    • interpreting and assessing program financial performance using standard financial management systems; AND
    • interpreting balance sheet and profit and loss statement results; AND
    • applying commercial budgeting techniques, AND
  • supervisory experience directing technical and professional financial management operations.

HIGHLY PREFERRED are those candidates that possess both the minimum qualifications above and:
  • at least one (1) year of work experience directing/managing DFMWR Financial Management for a Garrison, or equivalent financial management responsibility in DFMWR Business or Recreation Divisions; or two (2) years as a Budget Analyst in DFMWR Financial Management, Business or Recreation organization, OR
  • at least two (2) years of supervisory experience managing five or more Non-Appropriated Fund (NAF) employees or equivalent including programming, planning, budgeting, and long-range planning, OR
  • at least two three (3) years operational AND leadership experience in DFMWR Financial Management for a Garrison, or equivalent, including Budgeting, Review and Analysis, Internal Controls, Manpower, Capital Purchase Minor Construction, Appropriated Funds/Uniform Funding and Management AND two (2) years managing projects.

PCS Costs

A rental car is NOT authorized. In addition, some individuals may also be authorized Temporary Quarters Subsistence Expenses (TQSE).
Pay-Band (NF) Allowances and Differentials
  • This is a pay-banded position.
  • Night differential and Sunday Premium Pay have NOT been authorized by the Garrison Commander for Non-Bargaining NF positions and will not be paid to any Non-Bargaining NF employees.
Incentives and Bonuses
  • Incentives will NOT be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will NOT be paid.
