Duties

Help
  • Manage the contractor's phasing of complex, multi-phase construction projects to ensure minimal impact to user/customer operations, project milestones are met and all delays are tracked and accounted.
  • Participate in three phase inspection system by attending preparatory, initial and follow up inspections to ensure compliance of contract documents and safety requirements.
  • Prepare daily reports, status reports and updates to keep stakeholders and/or the contractor informed of current status of construction activities.
  • Provide technical assistance and advice for resolution of complex problems.
  • Discuss details of construction with contractor’s personnel to ensure mutual understanding of the project requirements.
  • Direct surveillance of construction to assure that contractor is conducting quality control operations to produce work in conformance with plans and specifications.
  • Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
  • Maintain liaison with and participates constantly in discussions with Using Agency and contractor representatives on matters of safety, post regulations, coordination of utility outages, progress of the work.
  • Confers with contractor’s representatives on matters pertaining to interpretation of plans and specifications.
  • Review and interpret the requirements of plans and specifications to ensure complete and usable construction documents
  • Discuss the requirements of the contract for construction scheduling, plans of operations, the contractor’s safety program, shop drawings, progress, and quality control reporting to ensure contractor understanding of the requirements.
  • Consult with and advise subordinate personnel on construction policies and procedures.

  • This position requires some physical exertion to include long periods of standing, walking over uneven or slippery terrain, recurring bending, stooping, and lifting of items weighing less than 50 pounds.
  • This position involves regular and recurring exposure to moderate risks and discomforts such as dust, odors, fumes, engine exhaust, high levels of noise, electrical hazards, moving machinery.
  • The work environment requires special safety precautions and the wearing of special protective gear.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The duties of this position require travel up to approximately 25% of the time.

Specialized experience:
Must meet one year of experience, such experience are as follow: (1) Reviewing construction plans and specifications, (2) Maintaining daily records of contractor work inspected, and (3) Monitoring contractor performance.
