Summary

Serves as a senior legal advisor, providing advice and counsel to senior officials concerning acquisition strategy/planning, competitive procurement, source selection, contract formation, contract administration, grants, cooperative agreements, etc.
Provides legal support, advice and counsel concerning commercial and innovative approaches for acquisition of Research and Development, science investigation, Information Technology, and systems Design, Development, Test and Evaluation.
Helps coordinate and lead Agency-wide geographically dispersed acquisition law practice.
Represents the Agency as lead litigation counsel in procurement and contract disputes and litigation including bid protests and contract claims at the GAO, Armed Services Board of Contract Appeals, and the U.S. Court of Federal Claims.
Provides advice and counsel concerning acquisition integrity matters and provides support for the Agency’s Suspension and Debarment Official.
Assists in developing procurement and grants policy and procedures.

Qualifications
Basic Requirements for all grade levels:
You must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court.
To qualify at the GS-15 level: you must meet the basic requirement for all grade levels (as outlined above).
In addition, one of the following requirements must be satisfied:
One year of directly related specialized experience equivalent to the GS-14 level providing authoritative legal advice and assistance on policy and legal issues, providing expert legal advice on the interpretation and application of Government procurement law and regulations, advising on contract formation and administration issues, drafting and reviewing of solicitation and contract provisions, and advising in support of source selection and contract award, and bid protests.
OR
A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
