Duties include but may not be limited to:

  • Establishes, directs and maintains an integrated program of financial staff services.
  • Supervises and controls facility fiscal functions to include: General Ledger Accounting, Budget, Voucher Audit, Agent Cashier, Accounts Receivable, Employee Accounts, Managerial Cost Accounting, Business Development, Revenue generation, Non-VA Medical Care Program, Timekeeping, General Post Fund, Facility Purchase Card/Travel Card Program and the Veterans Equitable Resource Allocation (VERA).
  • Responsibility and authority for the formulation, justification and execution of financial plans for the operation of the Health Care System.
  • Develops local policies, financial plans and instructions within the framework of mandatory requirements for use by operating officials in the financial operation of their respective services.

Work Schedule: Full-time; Monday - Friday; 8:00am - 4:30 pm

Qualifications

To apply for this position, you must have the following qualifications:

English Language Proficiency - In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.


Basic Education Requirements for this position.

A. Bachelor's degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. OR

B. Combination of education and experience, which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:

a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (Transcripts are required with application.); OR,

b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (Transcripts are required with application.) OR,

c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (1) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (2) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (3) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. AND

Along with the above requirement you must also meet the Specialized Experience Requirements:

SPECIALIZED EXPERIENCE: I have at least one (1) year of specialized experience equivalent to the next lower grade level in Federal Service that includes performing the following duties: Applicants must have one (1) full year of specialized experience that equipped you with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-13 level in the Federal service. Specialized experience includes: providing managerial oversight for the full range of fiscal activities and staff; developing accounting policies and standards covering operations; utilizing in-depth knowledge of financial management systems, including administering an accounting system to collect and review all financial data; developing performance specifications and standards for financial programs and activities; developing/executing budget and financial plans based on effective controls and realistic projections; and providing financial advice to management for effective decision making, program planning, and policy formulation.
