Duties

Help

Directs financial management policy in support of the ARNG installation. Maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state. Serves as a financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies. Serves as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements. Develops, coordinates and organizes an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting. Writes, implements and maintains an effective system of financial management controls for the state ARNG. Plans and assigns work to be accomplished by subordinates engaged in professional or other two-grade interval work. Provides oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Prepares quarterly resource management reports, monthly analysis of finance orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budge objectives. Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Provides technical budgetary advice and assistance to federal and state agencies as requested. Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Performs other duties as assigned.

  • Must obtain Level Three Financial Management Program Certification, within two years from his or her initial Title 5 Excepted Service hire appointment date or promotion date.
  • Must be a current or former member of the Colorado National Guard (CONG) or a current T5 or T32 Federal Technician within the CONG.

Qualifications

Must have experience in each of the following:
1. A minimum of two years of singular or combined experiences in the DoD and/or National Guard financial program disciplines.

2. Experience in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.

3. Experience involving the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds or non-appropriated funds.

4. Experience including working as a financial advisor to senior staff managers, major subordinate commands, and/or the Program Budget Advisory Council (PBAC).

5. Experience including assisting in the development, coordination, or organization of an integrated system of financial services, that may have included budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting.

6. Experience involving accounting for and accurately managing federal funds in compliance with statutory requirements, regulations, directives, procedures, and national or local policies.

7. Experience including training and mentoring employees on finance programs and specific skill tasks.

Education

Education cannot be substituted for Specialized Experience for this position.

Appointment of Federal Annuitants: A Federal civilian annuitant under either the CSRS or FERS retirement systems may be reemployed into NG T5 vacancies, but are only eligible for either an Indefinite tenure appointment (max 5 year service period) or Temporary tenure appointment (max 4 year service period). The retiree must notify HRO of their current retirement status prior to appointment.
