Duties

Help

Leads discussions on environmental documents including Environmental Assessments (EA). Environmental Impact Statements (EIS). Categorical Exclusions (CATEXs). Records of Decision (ROD) and Finding of No Significant Impact (FONSI). Participates and provides guidance and leadership to forecasts future resource needs to manage emerging environmental issues. Oversees studies, surveys, and audits to identify environmental problems and provides corrective guidance in accordance with applicable laws and policy. Provides expert testimony and works directly with Legal Counsel on issues and guidance on environmental projects& initiatives. Trains lower level environmentalist in aviation specific environmental guidance to support FAA management and facilities. DoD proponents and Third Party developers on environmental regulations in accordance with F AAO I 050.1 E and FAA JO 7400.2K. Leads and provides expertise in compliance with the National Environmental Policy Act (NEPA) and other federal and/state regulations as it relates to environmental reviews, aircraft noise analysis, and other NEPA policy relating items.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Knowledge of environmental regulations, reporting requirements for noise analysis, air quality programs, agency goals, and priorities. Knowledge and skill in preparing environmental reviews to include deliverables such as categorical exclusions (CATEX), environmental assessments, and/or environmental impact statements (EIS). Experience providing aviation-specific environmental guidance to internal and external stakeholders, such as the FAA management and facilities, Department of Defense (DoD) proponents, third-party developers, elected officials, Legal, and Congressional parties.

Security Requirements: Moderate Risk (5): This position requires completion & favorable adjudication of a Moderate Risk Background Investigation (Tier 2) background investigation prior to appointment, unless waiver is obtained.
