This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.


The following are the duties of this position at the full working level.

  • Conducts program reviews by evaluating instructors, analyzing course and training environment effectiveness through various methods including site visits, viewing on-line materials and conducting focus group sessions. Uses review materials and findings to recommend improvements in guidelines, operational activities, educational materials, and content delivery.
  • Partners/consults with business owners/customers to monitor and assess the crosswalk of new programs and legislative changes into existing products, services, and resources. Presents findings through consolidated status reports, oral presentations, memoranda, and other documents as required. Recommends to management the best learning approach to resolve learning/skill gaps.
  • Independently assesses, develops and improves critical components of content delivery for all modalities (to include planning).
  • Oversees or creates innovative learning materials (curriculum/ courses/ briefings /videos/ podcasts) using industry methodologies like ADDIE and the TDQAS Instructional Design Model and Kirkpatrick.
  • Oversees or evaluates and develops course objectives, criterion-referenced test, and education materials for operating programs. Projects/Programs range from simple updates to redesigning instructor-led courses into blending learning solutions to designing and developing complex eLearning solutions that include videos and simulations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position at the GS-13 level, you must have at least one (1) year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes: Applying expert level knowledge of learning and education concepts and practices to perform all aspects of training delivery and providing advice and support to facilitate employee development; experience utilizing instructional methods to advise others in training delivery preparation such as computer tools used (e.g., in a classroom, webcam, virtual classroom, AdobeConnect, MS Teams or equivalent), presentation tools (e.g., visual aids, PowerPoint or equivalent), and presentation techniques; experience applying oral and written communication techniques to present and deliver instruction to various audiences; experience utilizing ITMS or other automated personnel education/training system to document training. Experience utilizing analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations to resolve complex problems identified from course feedback such as course delivery, technology problems, and assisting other team members with issues related to training. Your experience should demonstrate a high level of effective customer service experience and resolving conflict (such as team building exercises and negotiating solutions for customers and team members).

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.   • Tour of Duty: Day Shift; Monday - Friday, Start and stop times between 6:00 a.m. and 6:00 p.m.
