Summary

As a Marketing Communications Program Manager, you will work for the Marketing & Communications Division (QCBB) within the Office of Integrated Marketing (QCB) for Customer and Stakeholder Engagement (CASE), managing worldwide tactics and marketing communications for assigned accounts.  

Location of Position: This is a virtual position and duty location of this position will be determined upon selection.

Help

You will be responsible for the following duties:

  • Serves as a national account manager for the Division of Marketing and Communications. In this capacity, performs a wide range of consulting, advisory, account management and project management for assigned national and/or worldwide publications.
  • Manages technical communications media projects that impact overall Federal Acquisition Service (FAS) and/or General Services Administration (GSA) marketing strategy.
  • Evaluates business line mission relative to budget level and develops a marketing plan that best utilizes available funds.
  • As the account manager for marketing communications media clients globally, develops and nurtures relationships to achieve a customized marketing publications/marketing strategy.
  • Organizes and implements targeted audience research to promote suggestions for improvement to issued publications and marketing media.
  • Serves as a technical specialist to Agency contracting officials in the solicitation, award and administration processes associated with nationwide publication contract(s), as well as those let for other marcom projects.
  • Acts as the ombudsman for all issues for assigned marketing projects.

The GS-13 salary range starts at $103,409.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience performing an extensive range of strategic, consultative, and analytical work that facilitates wide-ranging marketing strategies and campaigns for a diverse group of customer journeys, products, and services. This experience must include:

  • Developing and executing federal or business-to-business (B2B) marketing and communication go-to-market strategies to meet strategic business, outreach, and engagement objectives.
  • Providing expert analytical and consultative approaches on digital and traditional marketing campaigns; marketing qualified leads; marketing automation platform uses and reporting.
  • Applying quantitative and qualitative methods to assess and improve marketing and program effectiveness for traditional and digital marketing engagement; campaign evaluations, and call-to-actions.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-12 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Knowledge and understanding of marketing communications as a business discipline. Knowledge and understanding of marketing, in particular, the marketing concept, its relationship to marketing communications and the relevance of the marketing mix and promotions mix to marketing communications. Understanding of alternative marketing communications models to aid in account and project management responsibilities. Knowledge of industry standards for effective marketing communications, including understanding of design, layout, positioning, target marketing, objective setting, strategy development and evaluation techniques.
  2. Ability to communicate effectively orally and in writing to promote the program, to develop and articulate policy positions of greatest benefit agency users, to direct outside vendors working on day to day projects/products and to write, edit and evaluate graphic, narrative writing and/or other marketing communications data for the publications and policies affecting them.
  3. Knowledge of analytical and evaluative methods to measure the effectiveness of the process and end results, and determine changes needed to ensure compliance with rules, regulations, and division policies. 
  4. Knowledge of contracting principles, methods and regulations to provide technical support to contracting officers in preaward and postaward conferences, development of special marketing communications requirements, solicitation preparation, negotiations and contract administration.
