Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Denver, CO; Ft. Worth, TX; Kansas City, MO; Philadelphia, PA; and Washington, DC. The duty station will be determined upon selection and will be located within the geographic area described.

As a Senior Financial Management Analyst, you will perform the following duties:

  • Serve as a project leader and senior financial data analyst responsible for the conduct of major segments of broad financial management projects relating to planning, developing, implementing and evaluating financial management and accounting policies, data, systems, processes, methods, and procedures agency wide, to enable and ensure the timely and effective collection and delivery of authoritative financial information to all program and financial managers of GSA.
  • Participate in and represent Office of the Chief Financial Officer (OCFO) interests in enterprise data efforts and ensuring financial data management is well understood and appropriately used across the enterprise. Serve as a financial data Subject Matter Expert (SME) in supporting the development of policies, plans, processes at the enterprise and OCFO levels.
  • Divide financial management projects into components and assigns these to team members located in various organizations throughout GSA. Coordinate and oversee fact finding, analysis, and requirements development so that upon completion, these segments can be consolidated.
  • Coordinate closely with and/or work in teams with users and developers to coordinate functional requirements in data solutions in a cost effective and reliable manner.

The GS-14 salary range starts at $122,198 per year. Locality will be determined based on duty location.

SPECIALIZED EXPERIENCE:

You must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience leading and/or conducting financial data management and reporting initiatives (planning, analyzing, designing, developing, implementing and evaluating policies, processes, and methods) to improve business operations and program delivery. This experience must include:

  • maintaining and making recommendations for improvement of financial systems and operations;
  • utilizing data management techniques (acquiring, validating, storing, and processing data) to monitor program activities;
  • collecting and processing program data using analytics (discovery, interpretation and communication of data findings) to plan and coordinate project activities; and
  • using a wide-range of tools and techniques to support end-user consumption, facilitate organizational efficiencies, and drive strategic outcomes.

  1. Knowledge of the principles, practices, techniques and methodology applicable to financial data management to support the operations of large organizations with multifaceted programs and funding sources.
  2. Ability to analyze, interpret, and report to senior management on financial and operational results, emerging trends, and potential problems, particularly as they relate to current or future requirements for development, revision, or enhancement of the systems of collection and delivery of financial information.
  3. Ability to communicate effectively both orally and in writing, in formal, informal and spontaneous situations.
  4. Ability to plan, initiate, organize, lead and/or coordinate projects and studies involving synthesis and alignment of multiple organizational objectives.
  5. Ability to establish and maintain effective team and individual working relationships with management at senior and lower levels from a variety of functional areas.
