Duties

Help
  • You will manage NMOTC hosted application systems development life cycles, including system documentation, system requirements and techniques, design development, configuration management, cost benefit analysis and systems analysis.
  • You will evaluate and make recommendations concerning plans and proposals for complex agency IT projects.
  • You will analyze functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives.
  • You will develop and present automation options to management that take into account time, cost, and resource availability.
  • You will identify how network security controls will impact system modifications or new systems and subsystems.
  • You will manage the Enterprise Application Systems continuous monitoring vulnerability management program inclusive of vendor vulnerabilities and Security Technical Implementation Guidelines.
  • You will perform vulnerability management scanning and compliance validation.
  • You will participate in program and project planning efforts to evaluate the need for security requirements, identifying vulnerabilities, and recommending countermeasures.
  • You will work with command public affairs representatives supporting website OPSEC reviews, content management program, and public release coordination.
  • You will be responsible for the preparation and development of OPSEC programs, plans, surveys, and assessments.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

Position is designated a Cyber IT/Cybersecurity Workforce position in specialty area Systems Developer (621).

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled by demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Identifies IT capabilities shortfalls, providing leadership with proposed recommendations on how to resolve the gaps and risks.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides technical expertise to assess the performance of IT assets supporting command operation.
3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Attends and makes substantive contributions to discussions during meetings, conferences and workgroups.
4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Troubleshoots and diagnoses system failures to isolate the source of the problem.

*In addition to the experience demonstrating the four competencies above: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience utilizing cybersecurity operational impacts for the preparation and development of Operational Security (OPSEC) programs.
  • Experience utilizing development and maintenance of .NET Framework application systems.
  • Experience utilizing web development and communicating cybersecurity guidance to stakeholders.
  • Experience implementing Zero Trust security in DoD systems/software and technology architectures that optimize user's performance to accomplish required business outcomes.
  • Experience applying security controls based on cybersecurity principles to cloud computing service and deployment models, identifying proper architecture for different operating environments.
