Duties

Help

The major duties of the Construction Analyst position include, but are not limited to, the following:

  • Provides specialized support to project management teams and guidance to all staff (and cost estimating contractors) in the preparation of conceptual (Class A), budgetary (Class B), and final (Class A) government construction cost estimates.
  • Trains and mentors less experienced specialists and staff on the most appropriate application of technology and science to cost estimating work. Identifies appropriate training courses or personally develops technical training for in-house staff.
  • Provide Quality Assurance reviews on projects and detailed analysis of construction cost estimates, and serve as a subject matter and technical expert for Cost Estimating.
  • Provide advisory assistance in the field of cost estimating, value analysis, to Washington Program Offices and Denver Service Center, and on-call expertise when appropriations budget proposals are before congress or various approval processes.
  • Pepare detailed estimates of probable construction costs for a variety of project types.

Qualifications

All qualifications must be met by the closing date of this announcement-12/26/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must meet one of the following basic education requirements by close of the announcement:

  1. Undergraduate and Graduate Education: Major study -- architecture, engineering, building construction, or other fields related to the position. -OR-
  2. Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge.

    Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans.

To qualify for the Construction Analyst position at the GS-13 level, you must meet the following specialized experience requirements by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: 1) Implement the concepts, principles and practices of cost estimating related to building projects. 2) Advanced knowledge of the design and construction process. 3) Review cost estimates prepared by others and provide feedback on the accuracy of the estimate. 4) Prepare cost estimates for a variety of complex design and construction projects in diverse locations. 5) Prepare cost estimates based on preliminary site assessments.

There is no substitution of education for experience at the grade level(s) of this announcement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Work requires regular surveillance of construction operations in the field. Assignments may require observation of work in cramped, close quarters, underneath structures or on rooftops several hundred feet above ground level.

Working Conditions: Deteriorated historic structures may contain hidden hazards and unknown structural deficiencies. The worker may be exposed to hazardous conditions (e.g. lead paint, asbestos, animal droppings) during site investigations and while performing construction management duties.

Work involves exposure to the outdoors, moderate risks or discomforts such as high noise levels, dust and fumes, high and low temperatures and humidity, and adverse weather conditions. The incumbent is required to utilize ladders, scaffolds, lifts, and other structural framework, enter into excavated areas and trenches in the performance of work.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of nine years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
