Duties

Help
  • Manage required supporting elements of Program Planning and Control for resource management, scheduling, budget development, budget planning/execution, phasing planning, Work Breakdown Structure, risk identification, and variance analysis.
  • Maintain business rhythm and strategic business plan to meet office requirements e.g. Planning, Programming, Budgeting, and Execution (PPBE) data development, monthly/quarterly reporting, data analysis, and Internal Task Agreement (ITA) planning.
  • Oversee the development of integrated schedule products, provide schedule analysis of current program/project status, and coordinate with enterprise and Mission Directorate schedule teams.
  • Integrate Program Planning and Control products and brief Program/Project Management on statuses and results including monthly cost and schedule performance.
  • Lead programmatic activities by tailoring requirements, communicating with external stakeholders, and developing cost, schedule, and risk products necessary to meet NASA Key Decision Point milestones.
  • Formulate and negotiate agreements and plans for institutional resource support, programmatic scope, and participate in strategic planning for new acquisitions.
  • Support near-term budget execution and long-term strategic planning, help identify program and project resource requirements, and assist in the Planning, Programming, Budgeting, and Execution process.
  • Perform assessments of contractor and performing organizations to ensure effective overall alignment with program technical, cost and schedule baselines.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Managing the budget, cost, and schedule for an organization, project or program;
  • Briefing senior leadership on cost/schedule performance, risks, opportunities, and recommendations to assist in management decisions;
  • Utilizing analytical and evaluative methods and techniques to assess the performance of projects or programs and report findings to improve business operations.
