Summary

Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Collaborate with clients and customers to identify appropriate new products and services; define scope requirements and deliverables for new and ongoing projects.
- Design application programming interfaces (API) layers, data model and specifications and recommends industry standard technical solutions that meet the business requirements.
- Develop APIs using Mulesoft platform components (i.e., API Manager, CloudHub, AnyPoint Studio, Dataweave and Anypoint MQ).
- Ensure that all projects are delivered on-time, within scope, within budget and with minimum supervision.
- Troubleshoot and resolve technical problems with the design and delivery of Internet services.
- Proactively engage with customers to identify business needs and exploits opportunities for business process improvement.

Key Requirements:

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for GS-13 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position includes:
-Experience writing code utilizing broadly adopted programming languages and frameworks in order to provide IT services supporting system development and system enhancements.
AND
-Experience in developing APIs using MuleSoft Anypoint platform, RESTful API implementations using Database, SOAP, REST connectors, Exception handling, applying and analyzing security policies, API specification development and API testing.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience writing code utilizing broadly adopted programming languages and frameworks under clear guidance and with limited supervision in order to support senior IT specialists in system development and system enhancements.

Experience for the GS-12 could include:
- Experience following clear guidance or through limited supervision, using programming languages and frameworks such as MuleSoft Platform designing and developing APIs, Anypoint Studio, Java, C/C++, JavaScript, or Angular JS.
OR
- Experience supporting senior IT specialists in defining, designing, coding, and testing enterprise systems using object-oriented design and development concepts.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-09 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience writing code utilizing broadly adopted programming languages and frameworks under clear guidance and with limited supervision in order to support senior IT specialists in system development and system enhancements.

Experience for the GS-11 could include:
- Experience following clear guidance or through limited supervision, using programming languages and frameworks such MuleSoft Platform developing APIs or has experience in Java, C/C++, JavaScript, or Angular JS.
OR
- Experience supporting senior IT specialists in defining, designing, coding, and testing enterprise systems using object-oriented design and development concepts.
OR
Ph.D. or equivalent doctoral degree.
OR
3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Basic Requirements

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
