As a FLIGHT ENGINEER (INSTRUCTOR) (Title 32), GS-2185-10, you will instruct and perform flight crew work supporting heavy multi engine aircraft, and to provide assistance to the pilot in the overall operation of the aircraft. Primary aircraft UH 60A Black Hawk transport helicopter. The aircrafts missions include combat service support airlift for movement of heavy supplies, vehicles, aircraft and equipment, troop air assaults, extractions and resupply of troops, and aeromedical evacuations, search and rescue, ice break, mine sweep, and air support of national disasters and state contingencies.

Major Duties - This is NOT an all-inclusive list:

  • Knowledge of the full range of aircrew duties and responsibilities, methods of instruction and requirements of the program, performs standardization, currency, instrument, proficiency, tactical, emergency and special tasks evaluation flights.
  • Assess newly assigned individuals' level of experience and training through review of training records and/or proficiency flight evaluation to determine proficiency and skill status.
  • Provide training on in-flight planning and coordination responsibilities, operating principles and characteristics of major aircraft systems, aircraft parameters, operational/mission requirements, equipment systems operation/and troubleshooting, proper and correct methods of performing aircrew duties.
  • Brief on mission equipment and use of life support equipment and safety emergency procedures.
  • Maintain records of operational equipment indicating flights, repairs, maintenance and Inspections; coordinate with maintenance personnel on activities on discrepancies requiring action.
  • Plan and conduct aircrew training program.
  • Determine and monitor factors and data affecting performance of aircraft, such as temperature, altitude, humidity, field conditions, configuration and weight of aircraft, on aircraft takeoff, flight and landing, and keeps pilot informed.
  • Apply knowledge of a full range of aircrew duties and responsibilities, methods of instruction and requirements of the program.
  • Provide assistance to the pilot in preflight planning, monitoring adherence to flight plan, and operating aircraft engines and a wide variety of aircraft control systems, e.g., engine, fuel, electrical, hydraulic, fire suppression, environmental, pressurization throughout the flight.
  • Perform a variety of administrative functions associated with administration of the enlisted aircrew training program.
  • Prepare for combination loads determining placement of cargo and passengers within weight and balance limitations.
  • Ensure all necessary course materials and training aids are available, technical and related publications are current, keeping crew members informed of pertinent changes

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Enlisted Only

GENERAL EXPERIENCE: MUST possess experience which has provided the knowledge of aircraft weight and balance computations, aircraft performance data, aircraft records, maintenance, and aircraft systems.

SPECIALIZED EXPERIENCE: GS-10 Level - Must possess specialized experience which includes at least one-year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level; Must possess specialized experience which includes qualified and designated a UH-60V Nonrated Crewmember Flight Instructor (Fl). Must be designated Readiness Level (RL) 1, Crew Chief (CE), Day (D), Night (N), and Night Vision Goggle (NVG) modes at time of application. Must demonstrate the highest degree of technical competency in aircraft systems operations. Must remain proficient in the principles of instruction, and demonstrate good judgement, patience, tact, and a desire to instruct. Knowledge is mandatory of electrical, communications, navigation, mechanical, hydraulic and pneumatic systems applying to aircraft and related systems, flight theory, minor in-flight maintenance, aircraft emergency procedures, and using and interpreting diagrams, schematics, loading charts, technical publications and flight manuals. Ability to communicate orally and in writing to prepare lesson plans, documents, and reports. Knowledgeable of methods of instruction, aircrew training program requirements, procedures, and standards of performance. Must apply this knowledge in planning, developing, and executing unit training/evaluation programs.
