Duties

Help

In this position, you will:

  • Serves as a Project Manager, with overall responsibility for managing technical, specialized projects, i.e., IT and data for short- and long-range planning, scoping, development, and direction of important inter-agency and inter-governmental large multi-year projects.
  • Obtain and maintain Level 2 Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) program certification with IT Core-Plus Specialization.
  • Lead Integrated Project Teams (IPT) of matrixed NTIS staff as needed for supporting project development and coordination.
  • Work with clients and team members to develop and implement a project management plan in accordance with NTIS policies.
  • Develops and maintains project planning artifacts related to planning, project scheduling, cost estimates, performance tracking, and reporting.
  • Create cost and baseline schedules, update forecasts, perform monthly analysis, and manage scope change controls.

Qualifications

Basic Requirements

To qualify at the GS-11 level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the federal service. Specialized experience is defined as planning, coordinating, or managing projects or initiatives.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree.
or
LL.M., if related.


To qualify at the GS-12 level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is defined as planning, coordinating, or managing projects or initiatives; managing project scope, timelines, or deliverables.


To qualify at the GS-13 level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the federal service. Specialized experience is defined as planning, coordinating, or managing projects or initiatives; managing project scope, timelines, or deliverables; and leading cross-functional teams in projects.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11: This position allows applicants to qualify with education. Transcripts must be submitted to validate that the education requirement has been met. Unofficial transcripts will be accepted in the application package. However, an official copy will be required before a final offer of employment.


GS-12/13: Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
