This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help
  • Provide technical advice to Resident Office staff on both technical and administrative matters.
  • Coordinate with Resident Engineer the need for preparation for joint, pre-final, and final inspections.
  • Discuss details of construction with Contractor personnel; authorizes changes and coordinates such authorizations with the Resident Engineer.
  • Discuss the requirements for shop drawings, progress schedules, plans, and other pertinent data with the Contractor.
  • Review all Contractors’ safety plans and advise Resident Engineer of identified deficiencies and provides recommendations for rectification.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1) Conducting quality assurance (QA) of construction sites to ensure conformance with plans and regulations AND 2) Monitoring contractor Quality Control (QC) procedures OR 3) Recommend solutions to construction deficiencies on projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Education Substitution: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
