Duties

Help
  • You administer expert level execution of FLCPS's financial and manpower management, processing of all command civilian personnel actions, and Government Commercial Purchase Card (GCPC) procurement.
  • You will serve as the senior financial advisor on budget and financial matters impacting FLCPS operations and as the primary financial interface with Commander, Naval Supply Systems Command (NAVSUP) and other external activities.
  • You will provide technical expertise on Navy/DOD accounting, budgetary and disbursing matters.
  • You will advise on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations to reduce or eliminate functional overlap among command programs.
  • You will direct allocation of funds and civilian personnel staffing to FLCPS operating departments based on negotiated funding.
  • You will coordinate procurement of all command purchasing under the micro-purchase threshold, ensuring compliance with both procurement and financial regulations.
  • You will supervise the Resource Management Division, which includes financial management, position management, HRO liaison, and procurement functions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying an extensive knowledge and understanding of general management skills, principles, practices, methods and techniques in order to lead or supervise others to resolve practical problems of management and integrate management services within a Naval Supply Systems Command (NAVSUP) organization. Must demonstrate experience applying an in-depth knowledge of financial management practices utilizing the Navy Enterprise Resource Planning (N-ERP) system and providing financial information in a way that is understood by non-financial personnel and experience applying a comprehensive knowledge of the Government Commercial Purchase Card (GCPC) policies and procedures. Examples of specialized experience include: 1) Serve as a senior financial advisor on budget and financial matters impacting operations, and apply detailed and comprehensive knowledge of the Navy Enterprise Resource Planning (N-ERP) system to develop annual operating budgets, monitor financial execution, exchange funding documents with customer activities, and extract financial information from the Navy Enterprise Resource Planning (N-ERP) system and present it in a way that is understood by non-financial personnel; 2) Direct allocation of funds and manpower to operating departments based on negotiated funding; 3) Apply a mastery of Government Commercial Purchase Card (GCPC) regulations and procedures and review/approve procurement transactions and ensure that all procurements comply with fiscal law and the Federal Acquisition Regulation; and 4) Advise others on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations to make minor changes to positions within an existing organizational structure.
