  • TTS is seeking to fill multiple PERM appointments at the GS-15 level.
  • This is a virtual/remote position.
  • Duty station will be determined upon selection.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-15:

Software Engineering/Applications Security Development:

  • Serves as an expert software engineer and applications developer and consultant, managing and directing multiple highly complex and innovative IT and information security projects and initiatives.
  • Serves as a recognized authority on a diverse range of highly technical and complex software engineering, development, security, and usability issues as well as more widespread issues affecting customer agencies’ missions.
  • Coordinates information security and digital service development activities within the program organization relating to application development and integration as well as a wide range of major initiatives associated with other TTS organizations and partner agencies.
  • Advises program leadership, staff, and members of the employing organization on all matters pertaining to delivery, information security, privacy, strategy, information architecture, and program direction. Assesses and balances programmatic needs for user experience, partner growth, information security, and compliance.
  • Represents GSA at technical symposia and conferences. Serves on agency, interagency, and technical society committees of national importance as a recognized authority in software engineering. Develops cyberspace and information security workforce plans, strategies, and guidance to support cyberspace workforce manpower, personnel, training, and education requirements. Develops cyberspace and information security plans, strategy, and policy to support and align with organizational cyberspace missions and initiatives.

Provides Leadership to Ad Hoc Teams:

  • Leads cross-functional teams at scale in highly complex environments to develop innovative software and/or related secure and high impact digital services.
  • Focuses team efforts towards current goals and priorities, providing leadership in the design, development, and deployment of IT software, applications, programs, and/or services solutions leveraging current and emergent technologies and best practices. Mentors ad hoc team members, as necessary, evaluates and improves team practices, and establishes and/or ensures compliance with standards.
  • Applies and tailors agile methodologies to meet different/changing delivery needs. Applies a wide range of qualitative and/or quantitative methods to assess and improve project effectiveness and/or associated complex management processes, projects, and systems.

Relationship Management:

  • Serves as a liaison establishing and maintaining mutual understanding and cooperation with executive, management, and staff stakeholders within GSA and customer agencies.
  • Develops cooperative relationships working with customer agencies and navigates and works through conflicting priorities from stakeholders.
  • Ensures agency partners are fully engaged members of teams and helps them manage expectations with their stakeholders. Provides customer agencies technical advice, promoting best practices and working to overcome resistance to improvements and other changes.

The GS-15 salary range starts at $143,736 per year. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as and must include:

  • Writing software and applying software design and information security principles, concepts, methods, standards, and practices;
  • Using a modern, iterative style of software development (agile), using open source software components, using cloud based services such as AWS (Amazon Web Services), Azure (Microsoft Azure), GCP (Google Cloud Platform), SaaS (Software as a Service), PaaS (Platform as a Service), IaaS (Infrastructure as a Service), or continuous integration/delivery such as CI/CD (Continuous Integration Continuous Deployment), DevOps (Development Operations), DevSecOps (Development Security Operations);
  • Estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments; and
  • Experience working in a team to deliver IT Projects, software, apps, digital tools, services, or products.
