Technology Transformation Services (TTS) position title: USDC Fellow Experience Supervisor

Supervisory Duties:

  • Supervises an assigned branch and its employees. The work directed involves high profile data science projects, programs, and/or initiatives within other federal agencies. 
  • Provides technical and administrative supervision, to include employee development and course setting standards.
  • Develops and explains performance standards to early career fellows and supports them on their personal development journey.
  • Designs and implements virtual and in-person learning and engagement experiences during the course of the fellowship. Works with individuals to identify and develop their strengths, helping them pursue opportunities that enhance their talents.

 Senior Expert in Data Science:  

  • Coaches USDC Fellows on detailed problem definitions; identification and investigation of key variables or parameters; development and validation of assumptions; formulation of alternatives; development of performance measures of merit; establishment of data collection requirements; selection, adaptation, or development of appropriate analytical methodology; systems analysis or evaluation of alternatives; development of recommendations and presentation of results or findings in multiple formats and forums to audiences with varying degrees of technical knowledge.
  • Coaches the USDC Fellows on determining appropriate data science products or services with clients or customers to define project scopes, requirements, and deliverables for a full array of data science functions to include defining data requirements, implementing databases, analyzing data, developing data standards, building artificial intelligence (AI)/machine learning (ML) models, etc.
  • Designs, develops, and delivers formal Data Science Learning and Development Programming across the two-year fellowship lifecycle for all Data Science Fellows.
  • Applies expert data science knowledge to consult with and advise partner agencies in modern/current methodologies, tools and techniques.

The GS-14 salary range starts at $122,198 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

All candidates for Data Scientist positions must meet one of the following basic qualification requirements:

Basic Requirement:

A) Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

(B) Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

Specialized Experience:  In addition to meeting the basic requirements above, applicants must demonstrate that they have at least one year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is defined as:

  • Managing staff that provide or support delivery of modern IT product(s), platform(s), or service(s);
  • Leading the overall planning, management, and direction of a program or of projects;
  • Experience in one, or more, of the following technology disciplines: artificial intelligence, data science, and/or data analytics; and
  • Experience with agile or iterative development methodologies.

  2. Knowledge of the GSA, TTS, USDC, and partner agency missions and programs sufficient to develop and advise on data science guidelines (e.g., policies) and strategies and implement data science program and/or project goals to enhance partner agencies’ data science programs.

  3. Expert knowledge of data science techniques and requirements within the federal government and current and emerging data science solutions (i.e., software, applications, algorithms, programs, and/or services) needed sufficient to work with partnering agencies in quantitatively and/or qualitatively analyzing complex data science program operations and mission requirements.

  4. Expert knowledge of advanced data science (e.g., data engineering, data analytics, AI/ML ) principles, concepts, methods, standards, and practices and related skill in applying them in their interrelationships with other specialties; new data science developments; emerging technologies and their applications to business processes; data science project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables.
