Technology Transformation Services (TTS) position title: Product Manager

Key facts about this DHA notice:

  • TTS is seeking to fill multiple TERM appointments at the GS-15 level.
  • This is a virtual/remote position.
  • Duty station to be determined upon selection.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-15:

Senior IT Expert 

  • Serves as a senior IT expert and authoritative technical advisor within TTS. 
  • Engages with customer agencies to perform needs analyses to define opportunities for new or improved business processes, solutions, practices, products, services or strategies based on user needs.
  • Serves as a senior IT expert in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.

Expert IT Project Leadership and Delivery   

  • Reviews projects for technical feasibility and adherence with the organization's mission objectives and provides recommendations to management prior to commencement of IT projects. 
  • Applies human-centered design techniques to drive IT project decisions to ensure the right IT product is being developed.

Provides Leadership to Teams 

  • Leads cross functional teams to develop innovative IT services.
  • Plans, develops, and executes highly complex and intricate IT projects that transform the manner in which the government leverages technology to serve the public.
  • Determines the size, skills, and roles necessary for a project team to deliver a product and identifies appropriate team members.

Relationship Management

  • Ensures that agency customers are fully engaged members of the team and helps them manage expectations with their stakeholders.
  • Provides agency partners accurate and authoritative technical advice.

The GS-15 salary range starts at $143,736 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Experience leading vision, direction, roadmap or leading the identification of user needs for a project, product, platform, or service.
  • Experience providing project or product leadership.
  • Experience with iterative or agile methodologies.
  • Experience leading cross-functional teams.

  3. Expert skill in using efficient and cost-effective approaches to integrate technology into the workplace and improve program effectiveness and efficiency.
  4. Expert skill in developing strategies to enhance decision making and understanding how technological change impacts customer agencies.
  5. Expert skill in developing and maintaining positive relationships at various levels within customer agencies and across GSA.
  6. Expert skill in collaborating across boundaries to build strategic relationships, achieve common goals, and resolve sensitive and highly complex IT issues.
