Duties

Help
  • Manages the Armstrong Flight Research Center (AFRC) Explosives Safety Program. Advises and resolves technical matters dealing with explosives safety requirements.
  • Maintains contact with other government entities to exchange ideas and remain current on explosives, propellants, and pyrotechnic developments and requirements.
  • Serves as the approval authority for all explosive licenses. Considers and routes requests for deviations and waivers. Manages AFRC’s annual explosive safety inspection program.
  • Informs of explosive quantity distances for multiple hazard classes. Performs qualitative analysis of existing structures to determine the safe explosive capacity. Recommends repairs or alterations to meet explosive safety requirements.
  • Advises Center managers on technical issues related to explosive safety and the health of the explosives, propellants, and pyrotechnic safety program. Helps develop explosive safety policy for local and Agency ordnance applications as applicable.
  • Participates in technical interchange meetings. Provides explosives safety info on program or project requirements. Evaluates operational plans and study results, and provides technical data, findings, and guidance.
  • Provides information on explosives requirements criteria for complex projects involving facilities, systems, or equipment. Reviews operating procedures for compliance to handle, store and transport explosives, propellants, and pyrotechnics at AFRC.
  • Works closely with and utilizes data and information formulated by engineers and scientists to render explosive safety advice and assistance. Strives to help mitigate or eliminate explosives safety hazards in new or existing programs or projects.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Evaluating operational plans or trade studies of existing explosives programs/projects;
  • Assisting in the development of explosive safety requirements for projects and recommending integrated explosive safety policy; and
  • Controlling the use, storage, handling or transportation of explosives, propellants, or pyrotechnics in accordance with explosive safety laws, regulations, rules, policies, procedures, methods, criteria and techniques.
