(OCIO). The Privacy Program Specialist assists the Smithsonian Privacy Officer (SPO) with the day-to-day administration of the information privacy program and all privacy-related activities for the SI.

The Privacy Program Specialist is responsible for assisting with efforts to ensure proper administration and management of Personally Identifiable Information (PII) and Sensitive Personally Identifiable Information (sPII).

In this position, you will:

  • Serve as a privacy subject matter specialist and will be responsible for the coordination, implementation, and management of the daily operations of the program.

  • Develop policy and procedural guidance for use by Smithsonian employees and affiliated persons.

  • Independently conduct reviews and assessments of information technology and paper records systems to ensure compliance with applicable Privacy laws and SI policy; conduct research for areas for Privacy Program improvement and develop recommendations for appropriate action plans.

  • Develop and facilitate training workshops on privacy programs and initiatives for managers and employees.
  • Provide breach/incident response planning and response support to incidents involving the suspected or confirmed breaches of personally identifiable information.

Qualifications

You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-12 level in the Federal Service.  For this position, specialized experience is defined as experience performing at least three of the following: (1) assisting in the administering of a privacy information program for an organization, (2) experience with activities that required implementation of laws and other guidelines related to privacy information, (3) being responsible for preparing privacy policy and procedural guidance, (4) evaluating compliance with organizational policies, applicable law and local guidance, (5) conducting training on privacy procedures, and (6) overseeing the organization’s personally identifiable information protection processes and procedures.  CIPP certification is desirable.     

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  •  Mastery of privacy laws and regulations and privacy industry best practices.
  •  Expert skills in implementing laws, regulations and privacy industry best practices in order to update and prepare policy and procedural guidance.
  •  Expert knowledge of privacy assessment and evaluation techniques and tools to identify privacy risks, protective actions, and mitigate potential threats to program and information     systems objectives.
  • Skill in administering and ensuring compliance with privacy training requirements, developing training materials, conducting, and tracking training for staff. 
  • Ability to communicate orally.
  • Ability to communicate in writing.

Better Category - Meets the minimum qualification requirements and satisfies most of the job-related competencies above.

Good Category - Meets the minimum qualification requirements but does not satisfy most of the job-related competencies above to a substantive degree.
