As a Supervisory IT Specialist (DATAMGT/INET), you will serve as a senior expert and advisor to management on matters related to efforts for cross-agency development via communities of practice.

Product Management and Delivery:

  • Leads the collective vision and end-to-end project delivery of priority TTS projects.
  • Builds institutional expertise around product delivery.
  • Creates comprehensive product roadmaps that outline short- and long-term goals, objectives and milestones.
  • Ensures product strategy and development align with agency objectives and priorities, as well as current and future statutory and policy requirements from Congress and presidential administrations.

Stakeholder Management & Compliance: 

  • Establishes and maintains relationships with internal and external stakeholders within GSA and across the government; ensuring effective communication of product updates, progress and performance.
  • Ensures product compliance with applicable federal regulations, standards, and other guidelines (e.g. Federal Information Security Management Act / FISMA). 
  • Collaborates with other federal agencies to improve their digital properties and support improvement.

Supervisory Duties: 

  • Builds and leads a team of product and business professionals.
  • Provides technical and administrative supervision to and oversees the daily operations of the organization.
  • Develops performance standards and evaluate performance of subordinates.
  • Identifies and provides for improvements in production and/or increase in value; through giving advice, identifying and accommodating for training.

The GS-15 salary range starts at $143,736 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Leading the end-to-end delivery of digital products or services, including creating comprehensive product roadmaps, defining product requirements, and managing cross-functional teams (e.g., software engineers, data analysts, UX/UI designers);
  • Managing and collaborating with senior-level stakeholders across complex technical environments, including securing buy-in for the development and implementation of digital products or technology solutions that align with digital transformation goals;
  • Building and leading cross-functional technical teams to deliver digital products or services, providing hands-on technical guidance, and mentoring or coaching staff to enhance technical competencies and achieve organizational goals;
  • Ensuring product compliance with applicable regulations, standards, and guidelines; and
  • Leading and coordinating initiatives with external stakeholders to promote the adoption of industry-wide or government-wide digital experience standards, including planning, development, and implementation.

  2. Expert knowledge of and skill in applying information system architecture, concepts, and best practices to develop solutions for governmentwide goals such as digital properties, crowdsourcing, web analytics, and customer feedback.
  3. Knowledge of IT security requirements applicable to federal government websites and relevant federal regulations, standards, and guidelines, such as the Federal Information Security Management Act (FISMA) sufficient to ensure and/or contribute to secure operations of federal websites.
  4. Skill and related ability in establishing and fostering a variety of long term business relationships, such as with stakeholders, customers, potential customers, and users and developing and maintaining relationships at various levels within customer agencies and across the employing organization.
  5. Expert skill in developing and maintaining relationships to collaborate across organizational and functional boundaries, build strategic relationships, achieve common goals, and resolve sensitive issues.  
  6. Expert skill in supporting professional development equitably, including the identification of appropriate training, developmental assignments, and/or experiential learning opportunities.
