The purpose of this joint duty assignment is to prepare, coordinate, execute, and assess operational (joint, Department, and Component) exercise requirements in support of the DHS Office of Homeland Security Situational Awareness (OSA). This Joint Duty Officer (JDO) position is located in the Resilience Section (RS), Integration Division (ID), within OSA.

The JDO will play a critical role in assisting OSA mission "To provide situational awareness, a common operating picture, and decision support for the Homeland Security Enterprise on threats, hazards, and events impacting the homeland."

Specific JDO duties and responsibilities for this assignment include, but are not limited to:

  • Developing, coordinating, and assessing OSA joint/Department tailored operational exercises and associated programs.
  • Representing OSA at selected joint/Department level exercise forums and planning meetings.
  • Assisting OSA Front Office and two Divisions (that include a large number of Federal, State, and local detailed staff) in coordinating and participating in selected joint/Department level exercises.
  • Developing joint/Department level training programs tailored to support large scale exercises and all-hazards contingencies.
  • Provide recommendations on how to sustain and improve on annual exercise requirements.
  • Developing and implementing approved innovations to enhance OSA joint and Component level readiness requirements.
  • Support the development and publication of annual OSA Joint/Department Training and Exercise Guidance.
  • Informing OSA leadership and staff of individual and collective exercise opportunities.
  • Reviewing and updating OSA operational training policies and goals as appropriate.
  • Leveraging technology to enhance individual and Component readiness.
  • Performing other duties as assigned or directed (the JDO will also be responsible for assisting the Operational Exercise lead in execution of the Operational Training and Development needs of OSA and will fill in for the lead, when required.).

Qualifications

Qualifications required:

  1. Working knowledge of Training and Development processes and procedures.
  2. Working knowledge of continuity, critical infrastructure, emergency preparedness-based project management, operational planning, staff coordination, testing, training and exercise emergency management work.
  3. Working knowledge of MSOFFICE applications.
  4. Ability to research, analyze, and present results of analysis to Senior Leadership in both unclassified and classified venues.
  5. Ability to complete range of project management and mid-level staff officer assignments
  6. Ability to work closely with and routinely communicate with other continuity managers and staff within Resilience, OSA and other DHS components, offices, and joint collaboration elements.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
