Summary

The Commercial Lunar Payload Services Project Manager:
Serves as a senior leader in the Exploration Architecture, Integration and Science Directorate and provides the vision, strategic planning and project management as the CLPS Project Manager, managing an Agency commitment to enable a commercial lunar lander industry.
Manages the CLPS Project Office, providing leadership oversight and technical direction to a multi-center team of payload integration managers, scientists, business and procurement professionals, overseeing a multi-billion-dollar procurement effort for novel commercial lunar payload delivery methods and establishing staffing plans that both support CLPS and further Agency interests.
Provides expert advice to the Deputy Associate Administrator of the Science Mission Directorate in developing and implementing NASA strategy for CLPS task orders and follow-on CLPS procurements; and in responding to evolving industry, partner, and NASA needs and capabilities.
Works across all levels of the agency, engaging with mission directorate chiefs and agency senior leadership to establish both strategy and implementation plans.
Engages directly with industry, serving as a space flight systems expert to identify how NASA can best enable US industry to be successful in missions to the Moon.
Leads the development, release, award, and modification of CLPS task orders, partnering with NASA procurement to assess the effectiveness of evolutionary changes to the CLPS procurement approach.
Plays a critical and influential role in balancing NASA traditions and processes with emerging, innovative commercial practice and advising agency leadership and industry partners on how the US industry will grow to support future NASA needs and enabling the science community to achieve lunar science goals and play a very important role in helping NASA capabilities to align with the needs of the science community.

Qualifications
Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in advising senior leaders on strategy and associated governance policies, and building stakeholder coalitions (both internal and external, funders and providers) to provide technical management for space flight hardware, including design, test and certification as it pertains to spaceflight systems.

Additional information
The selectee receives a temporary promotion and serves for a period of 3 to 5 years. Upon conclusion of the temporary promotion, the selectee will then return to an appropriate position at a grade level no lower than the grade previously held.
