Summary

As a Specialist in the Technology Transfer Office at NASA Ames Research Center, you will have knowledge of one or more of the following functions and be cross trained in others. These functions include: New Technology Reporting, Invention Evaluation, Commercial Assessment, Patent Applications, Software Release Authority, Direct Marketing of the Patent Portfolio, License Negotiations, and Licensee Tracking with ongoing Relationship Management. Guiding documents include NPR 7500.2 and NPR 2210.1C.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Manages workflow of patent license applications, application review, coordination with all reviewing parties such as legal and export control and facilitates execution of agreements.
  • Manages workflow of software submissions, review, and release of software for use by the public.
  • Drafts legal agreements such as patent license contracts and software usage agreements.
  • Manages status review dockets for office for multiple functions such as licensing, triage and software release.
  • Understands and communicates clearly NASA technologies for a variety of audiences.
  • Communicates in a professional manner with innovators, legal team, and technology transfer staff across the agency and Headquarters.
  • Performs in-reach activities to generate disclosures of new technologies and outreach activities leading to patent license applications.
  • Analyzes processes and create new workflows in support of meeting Technology Transfer requirements.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Supporting and processing complex workflows for the review and release of technical documents or contract agreements from initiation through to execution while integrating input from multiple parties;
  • Supporting and processing multiple technology transfer or business center activities across the organization;
  • Performing data analysis within the organization to maintain situational awareness of all office activities using automated systems such as, NASA Technology Transfer System (NTTS) or other similar systems.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Leading one or more work streams to established procedures to assess or communicate new innovations for commercial potential and facilitate transfer of technology to US companies;
  • Leading process improvement for agency technology transfer missions and programs, utilizing excellent communication, organization, diplomacy skills, with the ability to manage multiple projects;
  • Managing technology transfer data projects and performing data analysis within the organization to maintain situational awareness of all office activities using automated systems such as, NASA Technology Transfer System (NTTS) or other similar systems.
