The Telecommunications Specialist will be responsible for the deployment of all National Airspace (NAS) Operational network projects within their assigned service area and will cross multiple programs and contract vehicles. Primary areas of focus will be the delivery of services on FAA Telecommunications Infrastructure (FTI), Remote Telecommunications Infrastructure Replacement (RTIR) program, and Time Division Multiplexing (TDM) technology to Internet Protocol (IP) program and the FTI to FAA Enterprise Network Services (FENS)
transition.
The Telecommunications Specialist serves as the senior technical specialist for the Network Deployment Services (NDS) Service Area region. Serves as the principal technical specialist, responsible for assisting the Network Deployment Lead with the FAA Telecommunications Infrastructure (FTI) contract for ordering, provisioning and delivery of emerging telecommunication requirements. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.
Applies experience and comprehensive knowledge of the principles, theories, and concepts involved in the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems, facilities, services, and procedures; as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved
technical processes for the organization. Reviews, analyzes, and evaluates telecommunication engineering or functional requirements of FTI and associated communications systems. Develops FTI system project plans, justifications, guidelines, and controls. Works with leadership with the telecommunication modernization when end systems remain analog/serial based, or similar complex multi-solution IP based modernization initiative.
Contacts are internal and external, with senior level technical staff and engineers from the FAA,other Government agencies and industry. Collaborates with Enterprise Engineering and Infrastructure Services (EEIS) portfolio leads and project leads to provide telecommunications in support of NAS system implementation. Often represents the FAA as the senior technical point of contact on projects, programs and work activities. Communicates results to technical and non-technical audiences as needed. Plays a lead role in drafting, reviewing, and editing status reports, PowerPoint briefings, and read-ahead materials for final approval prior to external distribution. Provides regularly scheduled and ad hoc reports and present briefings to varying levels of management on the status of
network deployment projects. Organizes and coordinates meetings, discussions, and seminars.
As the Program Management Organization (PMO) advocate, secures stakeholder buy in and commitment from Planning and Requirements Group (PRG), Engineering Services (ES) and Telecommunications Services Group (TSG). Provides technical guidance and instruction for analyzing technical issues, planning, organizing, documenting, and leading activities associated with assigned telecommunication projects. Review, prepares, and analyzes implementation plans, technical analysis reports, and other technical documentation.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
