Designs and develops solutions for web pages, sites, and services within the public and private web sites for MCCS. Collects and defines user requirements, designs technical site plans, test plans, database uses, layouts, navigation, and other technical specifications. Utilizing specified web development tools develops site functionality, features, navigation, user interface, backend connectivity, access, security, and change management. Plans and performs web development tasks to include programming, integration of reusable code and databases; conducts job estimates and implements quality control measures. Incorporates text, graphics, pictures, objects, video, sounds, and media enhanced effects as required. Conducts site maintenance, troubleshooting and problem solving. Maintains a high level of proficiency with development tools and products. Conducts research for web design and development, to include tools and technologies, and makes recommendations. Collaborates with the customer, web developers, web designers, web administrator, application developers, database designers and other technical staff as appropriate to deliver web-based products and services.
Conducts research for website design and development, to include investigation of tools and technologies, and makes recommendations. Improves digital capabilities by evaluating and integrating third-party solutions. Creates applications that enhance and meet business and technical requirements. Collects and defines user requirements, and designs technical site plans, test plans, database use, layouts, navigation, and other technical specifications. Develops site functionality, features, navigation, user interface, backend connectivity, access, security, and changes management utilizing web tools. Incorporates all required media enhanced effects as required. Conducts site maintenance. Provides training and end user customer support as required. Collaborates with the customer, marketing teams, and technical staff as required to deliver products and services.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs. Develops long-range plans in conjunction with internal operating directives. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse.
EVALUATIONS:
Bachelor¿s degree in Computer Science, Information Technology, or related field AND four years of experience with the following tools: ASP.NET / C# web application development, leveraging modern web standards such as HTML, XML, jQuery, CSS and client-side development in JavaScript or any JavaScript framework and My SQL. Or an appropriate combination of education and experience that demonstrates possession of knowledge, skills, and abilities equivalent to that gained above.
Experience developing and maintaining websites using common Content Management Systems (such as Drupal, WordPress, Wix, Shopify, etc) is required, with a strong emphasis on mobile apps, responsive design, and web-based applications. Extensive knowledge of Adobe Dreamweaver and Adobe Photoshop, and current development languages. Experience that demonstrates skill to serve as the primary point of contact for content management system (CMS) requirements to include design, implementation, maintenance and/or operation. Skill to develop and deliver technical and operational plans, briefings, and training. Exceptional customer relations and interpersonal skills. Strong verbal and written communication skills. Knowledge of digital media, mobile development, analytics, motion graphics and web protocols highly preferred.
This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquiries (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
Eligible for incremental telework as determined by MR/MF policy.
