Operations Support (AJW-1) provides technical support to the Air Traffic Organization's (ATO) service units, through a strategy of focused engineering, policy, data and in-service management. We do this by providing the support structure, methodology, tools, procedures, performance monitoring and assurance, necessary for the proper operation and maintenance of the National Airspace System and the Technical Operations Services (AJW).

Serves as a recognized subject matter expert in program/project management principles, techniques and procedures. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager. May act as a principal technical specialist or as a project/program manager or team leader for large work activities. Coordinates Technical Operations responses to external requests for technical analysis, including congressional requests, Office of Inspector General actions or audits, ATO internal memos or policy changes, new technologies, or other actions.
Applies experience and expert knowledge of NAS/electronic systems technological principles, theories, and concepts, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Reviews policies, reports and studies from FAA, other Government agencies, or private entities for applicability within Technical Operations or for lessons learned benefits. Researches industry best practices and coordinate with industry or academia in pursuit of Technical Operations improvements in maintenance, logistics, training, data analytics, or emerging technologies. Analyzes program risks to develop an evaluation method to assess program strengths and identify areas for improvement.
Leads Technical Operations tiger teams charged with addressing special projects or events, such as national maintenance changes, new technologies, changes in operations, or other. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Organizes programs and activities in accordance with the mission and goals of the organization.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within Operations Support and across the ATO) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Provides policy guidance and instruction to others, both internally and externally.
Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. May create new solutions and policy interpretations as situations require. Provides guidance to lower-level staff to solve difficult technical issues. Works with senior management to solve problems.
Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Work activities typically impact directly on the objectives of Operations Support, Technical Operations Services and ATO and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.
