The mission of Operational Readiness is to build contingency into the culture of the FAA; and the vision is to ensure that all air traffic control facilities in the National Airspace System have viable operational contingency plans (OCPs), that are exercised on a routine basis, allowing for facilities to be prepared for crisis response.

Responsible for the development and implementation of facility Operational Contingency Plans (OCP).
Applies detailed knowledge of management and program principles to serve as the Contingency Operations Group Manager.
Organizes programs and activities in accordance with the mission and goals of the organization.
Manages and directs a geographically dispersed staff consisting of highly technical experts, specialists, and matrix subject matter experts responsible for building and deploying OCPs and exercises within the Eastern, Central or Western Service Areas.
This work is critical to ensure a prepared, effective, and efficient response to any type of operational disruption in the National Airspace System (NAS).
Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision.
Provides strategic planning in the integration of work schedules of multiple projects to accomplish focused objectives.
Provides direction to staff and managers in the gathering of facility data to identify and resolve highly complex issues related to contingency procedures and operational capabilities that affect all organizations throughout the ATO and Federal Aviation Administration (FAA).
Applies detailed knowledge of NAS systems, equipment, and facility operations to manage the rebuild efforts of critical facility OCP's to include a wide spectrum of complex elements that are compliant with policy and span across all air traffic domains: air traffic control towers. ATCTs), terminal radar approach controls (TRACONs), air route traffic control centers (ARTCCs), and the Air Traffic Control Services Command Center (ATCSCC).
Applies knowledge of quantitative and qualitative techniques to review metrics to measure progress and success, analyze event trends to forecast anticipated NAS disruptions, and conduct "hot wash" exercises after events to enable the evaluation and documentation of lessons learned.
Assesses operational requirements and national program priorities and aligns them to the existing OCP vulnerabilities and risks as they relate to potential Air Traffic Control (ATC) Alerts, Limited, and Zero contingency level declarations; this alignment contributes toward enhancing OCP viability and allows for continuous plan improvements.
Exercises supervisory responsibilities, which include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities with accountability; monitoring and evaluating performance of organizational activities, managers, and employees; coaching and developing staff and providing organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Applies knowledge of fiscal and financial policies and processes to define, acquire and allocate staff, budget and other resources to ensure current and future resource needs and objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines are met.

The Director of Operational Readiness typically reviews individual and organizational performance on a periodic basis through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term objectives) of the ATO.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized Experience at the next lower level (FV-J/GS-14):
evaluate lessons learned and identify potential impacts to operational contingency plans.
