FV-H Performs a mixture of routine, multiple, and varying assignments under the limited direction of a manager or more experienced technical specialist. Applies experience and detailed technical knowledge of Insider Threat inquiries and investigations in order to collect, analyze and share information. Typical duties include but are not limited to:
Analyze and assess lone and aggregated information provided to the ITDMB and recommend the appropriate response actions to mitigate insider threat concerns in accordance with Executive Order 13587, the National Policy, and FAA policies and orders.
Analyze referrals and alerts; make recommendations to the Insider Threat Working Group to mitigate potential insider threat issues. Maintains an understanding of other departmental Insider Threat programs and assists in the identification of tools and techniques to enhance FAA's program.
Collaborate internally and across FAA Lines of Business to identify new data sources for analysis that may point to insider threat activities. Research, propose, and evaluate new and existing plans, policies, and procedures concerning insider threat mitigation processes Effectively use the Insider Threat inquiry tracking system and conduct case management activities. Track statistics of work production and provide routine updates to management, or higher level specialists.
Conduct open source research and analysis through the use of various analytic tools, in accordance with established procedures and policies. Operate designated user activity monitoring tools and provide analysis of results applicable to the insider threat program.
Performs other duties as assigned.
FV-I Resolves most problems independently, but consults with the Manager when existing guidelines are not available or applicable to unusual or complex situations. Supports the implementation of the ITDMB and execution of all Insider Threat policies. Applies experience and advanced technical knowledge of investigations to include collecting, analyzing, correlating, interpreting, and evaluating data related to Insider Threat activities. Typical duties include but are not limited to:

Analyzes information and alerts; makes recommendations to the Insider Threat Working Group to mitigate potential insider threat issues. Operates technical analysis tools across all network systems in accordance with applicable procedures, adhering to legal and privacy guidelines. Maintains cognizance of other departmental Insider Threat programs and identifies tools and techniques to enhance FAA’s program.
Collaborates across FAA Lines of Business to identify new data sources for analysis by the Hub that may point to insider threat activities. Researches, assesses, and establishes new and existing plans, policies, and procedures concerning insider threat mitigation processes. Manages the assessment tracking system and conduct case management activities. Conducts research and analysis through the use of various analytic tools, including open-source information. Monitors strategic information and programs designed to fill the informational gaps in existing strategic information; drafts appropriate reports to address needs, and assist in disseminating the information throughout the FAA.
Identifies strengths and gaps in the FAA’s ITDMP, develops and coordinates new or revised policies and procedures to correct deficiencies and/or address challenges. Conducts self-assessments of the ITDMP in accordance with established policies.
Coordinates internal sharing and analysis of pertinent information and intelligence among internal program offices and organizations and external relationships with the intelligence community.
Performs other duties as assigned.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade level. Specialized Experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience working on Insider Threat inquires/assessments supporting a wide variety of matters of sensitivity and scope; evaluating allegations and analyzing evidence; preparing analysis reports and making recommendations. OR an education substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, in an accredited college or university OR a combination of education and experience that qualifies for this position.
FOR FV-I: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS 10-12 levels. Specialized Experience is: Demonstrated experience working in or with an Insider Threat Hub, supporting a wide variety of matters of extreme sensitivity, scope, and complexity; evaluating allegations and analyzing evidence; utilizing technical tools (e.g., user activity monitoring and/or user behavior analytics tools) and platforms for analysis; preparing reports; and making recommendations.
