Directly supports the PeopleSoft technical environment on a day to day basis including performing and leading requirements collection, requirements analysis, solution analysis, design, development, coding, testing, implementation, maintenance and documentation of the MCCS Human Resource Management System (HRMS). Performs and leads new development, system updates, modifications and customizations of software system solutions, including documentation of the requirements and technical modifications in a multi-tier software environment. Performs code reviews and recommends improvements. Works specifically as a senior systems analyst for the Human Resource Management System and generally for all other software system applications as assigned. Performs or assists with application administration tasks as required. Supports the application of required patches, STIGs and applicable compliance requirements.
Performs technical development with peers and assists the HRMS Manager and with project requirements and system initiatives and status reporting. In the absence of the HRMS Manager, acts on their behalf as required. Interacts directly with customers to troubleshoot issues and seek resolution. Is available as needed for system issues that occur during normal duty hours and off duty hours as required. Collaborates with team members, DBAs, SSE, Integrators, Network and Cybersecurity staff and product vendors as appropriate to coordinate, plan, solve problems, etc. Maintains high skill level and expertise with assigned software tools. Exercises proven software development methods and practices to ensure quality delivery of products and services. Keeps PeopleSoft program up to date, including completing retrofit for PUM applications and all phases of PeopleSoft technical updates. Keeps abreast of technological changes and innovations in the field.
Partners across functional business units to build solutions that support and improve the decision making process. Full project leadership responsibilities to help functional departments identify and solve their most critical data, reporting and analytical challenges. Responsible for project plan creation and maintenance, maintenance of issues logs and prioritization. Incorporates MRI Project Lifecycle deliverables into project plans. Translates project requirements into project objectives and tasks. Responsible for ensuring a quality and cost effective solution is provided.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor, or proper point of contact for help when problems arise.
Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:
Bachelor’s degree in Engineering, Computer Science, Information Technology or a related field appropriate to the work of position AND three years of progressive experience as a PeopleSoft Developer OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge and experience with the human capital management software system is required. Must have in-depth knowledge of the Oracle PeopleSoft PeopleSoft HCM, People Tools, PeopleCode, Application Packages, Integration Broker, Application Engine, BI Publisher, PS SQR, Oracle, SQL, UNIX and MS NT are required. Working knowledge and experience with one or more of the following are required: COBOL, Java, Time Collection Devices, Elastic, Debugger and/or Perl are preferred. Must possess an understanding of system architecture, client/server technology, application administration and networks. Works well in a collaborative team environment. Communicates clearly both orally and in writing. Seeks self-improvement.
Must have the ability to successfully obtain and maintain a favorable background investigation at the TIER 3 (secret clearance) level to complete assigned duties that require access to classified national security information.
As an authorized and privileged user of Department of Defense Information Systems must possess or receive Security+ Certification as a condition of access within six months of employment, and maintain compliance with Cyberspace Workforce Management.
