Essential Administrative (Supervisory) Responsibilities. Serve as the Chief Psychologist with responsibility for all professional, management, and administrative aspects of the South Texas Veterans Health Care System (STVHCS) Psychology Service. Primary responsibility for the supervision and resource management decisions for the operation of the STVHCS Psychology Service. These work activities and supervision significantly impact the ability of staff to provide comprehensive services to veterans. The Psychology Service and personnel supervise represents a major component of the STVHCS and the incumbent oversees all service provision elements, which are highly complex and broad in scope. Responsibilities include oversight and direct line authority over a large, complex organization, consisting of over 300 professional and support FTE. In addition to the Psychology Service, the incumbent has administrative responsibility for Compensated Work Therapy, the APA approved Clinical Psychology Internship and Clinical Psychology Residency and Clinical Neuropsychology Training programs which include joint VA/DOD rotations. Other major program includes Intensive Community Mental Health Recovery Services ((ICMHR), Psychosocial Recovery and Rehabilitation Center (PRRC), the PTSD Clinical Team (PCT), Primary Care-Mental Health Integration (PCMHI). The incumbent management decisions are made with very wide latitude and independent judgment.
Other Administrative/Supervisory Responsibilities. Serve as a voting member of the STVHCS Executive Mental Health Council. Broad responsibility for the mental health services within the STVHCS. Responsibilities span to Primary Care, Mental Health, Specialty Care, Extended Care and Rehabilitative Services. Full responsibility for the professional practice of psychology, including services conducted by trainees, fee basis consultants and para-professional staff, and ensuring that all psychologists in the facility and its affiliated clinics meet these requirements. Responsible for clinical privileges oversight for psychologists assigned to other non-MH programs such as Spinal Cord Injury and Experience Office. Consult with and serve as a resource for other professional staff concerning the need for the development of mental health services. Serve as the Acting Associate Chief of Staff for Mental Health (MH Product Line Manager) when required.
Clinical Responsibilities. Provide a full range of psycho-diagnostic services including assessment and using the most appropriate psychotherapeutic techniques in providing quality care. Provide group and individual therapy for STVHCS patients.
Academic/Teaching/Training. May hold a faculty appointment in Psychiatry at STVHCS's affiliated university, the University of Texas Health Science Center-San Antonio. Provide clinical supervision to various disciplines and levels of training to include psychology practicum students, interns, and postdoctoral fellows. Responsible for the STVHCS's Psychology Training Program and Training Committee. Provide leadership, guidance, and consultation to STVHCS units to which Psychology Service supervisors/trainees are assigned. Involve in the training of medical students, medical and psychiatric residents, nursing students, fellows and other graduate or post-graduate trainees. Serve as a consultant to other medical center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.
Research/Program Evaluation. Oversee the establishment of program monitors and SAIL performance measurements within Mental Health programs using data-driven quality assurance processes. Responsible for timely completion of all program evaluations and documents required by the STVHCS, VISN 17, and OMHSP; ensuring compliance with appropriate accrediting bodies (such as JCAHO and CARF) and monitoring entities (such as NEPEC), as appropriate. Consult with other staff and trainees to offer research guidance and to stimulate new research directions. Plan and oversee the completion of personal and collaborative research programs, designed to provide information regarding program planning and relevant treatment approaches. Present outcome data and research results at VA and regional, national, and international scientific or professional meetings.
