This group is responsible for distributes allowances and performs Budget Execution activities. Serves as a Supervisor with full responsibility for directing tasks and responsibilities and balancing the workload among employees, in both BSG and other budget points of contact within in the Service Unit, to ensure deadlines are met or adjusted appropriately. Reviews status and progress of work and makes adjustments as needed. Instructs employees in specific tasks and techniques as necessary. Reports on progress, accomplishments, and challenges. Obtains assistance from supervisor on problems that arise or issues requiring decisions.
Typically directs the work of subordinate employees for an organizational unit. Work usually includes a mixture of routine and complex projects and programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees in one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave: and taking. Recommending or approving corrective disciplinary actions as appropriate. Leads project/program teams; assigns workload, defines requirements, develops internal policies and procedures, predicts potential issues, and proposes or takes necessary actions as appropriate. Answers team member questions, helps with team member problems, and oversees team member work for quality and guideline compliance.
Manages budget appropriations, authorizations, obligations, and expenditures. Maintains control and oversight of the formulation and execution activities; to include, requirements gathering, analysis, classification, prioritization, distribution, funds certification, financial tracking, and reporting. Performs budget and planning integration in support of efficient management and fiscally responsible business operations. Projects consolidated short-term needs; prepares budget justifications and financial plans; and justifies resource requirements in order to meet cost performance goals. Conducts comparative financial analyses, financial modeling and forecasting, and other statistical, qualitative studies to provide trends, projections, and recommendations.
Provides guidance, instruction, and recommendations to address diverse, complex issues which often cross organizational boundaries. Requires extra flexibility and collaboration as part of a multi-functional virtual organization with staff nationwide. Responsible for review, recommendations, coordination, and execution of financial and contractual activities. May report directly to the Director on certain issues.
Identifies, assesses, mitigates and/or anticipates issues deriving from, or associated with, the multiple activities and funding sources of the assigned Services Unit. Identifies and resolves routine problems or issues that may span multiple projects/programs and may involve/affect more than one Directorate, Line of Business, or Service Unit. He/she consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.
Develops materials for internal management review and decision-making; including charts/graphs, PowerPoint presentations, written responses, etc. Presents findings and recommendations relevant to program activities. Advises management on policy, program determination of approaches to assimilate new functions into existing programs, and actions needed to assure effective program management, evaluation, and control.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. May have frequent contact with customers to explain policies, procedures or for other project/program purposes.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
