The General Engineer is a recognized expert within the FAA and is called upon to provide leadership for highly complex and challenging engineering activities under the minimal direction of a manager or an executive, involving the design, site selection, construction and installation within the National Air Space. May act as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, or as a senior project manager or team leader for large, challenging engineering work activities, such as the Technical Support Services Contract (TSSC). Provides expert guidance and instruction, both internally and externally, to address diverse, complex engineering issues which often cross multiple projects/programs or functional/ technical areas.
Applies experience and expert knowledge of engineering principles, theories, and concepts that are applicable to Civil, Electrical and Mechanical engineering, as well as an understanding of new technologies and methodologies to perform critical tasks that require the development of new concepts or innovative approaches. Serves as a senior implementation administrator for the Technical Support Services Contract (TSSC) to ensure: a) Project cost, schedule and technical performance meets organizational goals and objective b) Standardization of engineering and construction deliverables, and c) Compliance with standard operating procedures. Provide advice on the planning, designing process, and engineering management for the design, construction and sustainment of projects. Applies knowledge of FAA's policies and objectives to identify, define, and organize work for multiple work activities. Acquires and allocates resources to accomplish work activities within established schedules.
Knowledge of the procurement of engineering systems, equipment installation and construction requirements within the FAA Acquisition Management System (AMS). The Engineer is responsible for designing equipment, components and systems, writing performance requirements and developing maintenance schedule. Tests equipment and solves operational problems/issues.
Performs extensive engineering research, and conducts analysis, evaluations and studies of the National Airspace System environment to identify risks from a safety, performance, and reliability perspective. Provides engineering data to assist management in the decision-making process. Develops plans, techniques, and policies to address current or anticipated mechanical engineering problems and issues. Works with senior management to identify and jointly solve problems.
Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches. Identifies and resolves highly complex problems or issues which often cross organizational boundaries and impact on the accomplishment of the FAA's strategic objectives. Develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards.
Contacts are internal and external. Often represents FAA as the primary engineering technical authority for major projects, programs, and other areas of FAA responsibility. Formulates and recommends organizational positions on major engineering projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or engineering policies for internal and external distribution. Develops briefings to convey FAA’s engineering strategic vision or policies to internal and external audiences.
Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. As employee is an engineering technical expert, the final work typically is reviewed for success in achieving planned results, not technical merit.
You must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
