You will serve as the Administrative Officer in a Flight Standards Functional Area and will perform multiple and varying assignments under limited supervision of the manager. You will be responsible for providing and/or obtaining a variety of management services essential to the direction and operation of the organization. The paramount qualifications required are advanced knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of the organization. You will provide, secure or negotiate for resources or services needed to manage and run the organization. You will track and analyze data to ensure compliance with policies and procedures. You will evaluate and monitor office expenditures and make sound changes based on trends and analysis, merit and deficiency situations, and known or anticipated program changes. You will perform immediate and long range planning and control for organizational services independently anticipating program changes, etc. You will coordinate with Human Resources for advice on advisory services as they relate to organizational related functions including pay, leave and benefits. Reviews travel associated matters and manages the training program including initial and recurring. You will manage the office logistics program including personal property, supplies and services, and acquisition activities, awards, OSHA, security and vehicle management. You will procure office supplies and equipment and monitor expenditures and review purchase card statements for accuracy. You will be responsible for identifying, analyzing and recommending solutions to recurring problems and offer recommendations for improvements. Performs additional duties as assigned.
FV-G: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9). Specialized experience is defined as experience organizing office administrative functions in support of daily operations and purchasing supplies and equipment adhering to regulatory and procedural requirements; experience using computer software applications to prepare spreadsheets, correspondence, presentations, graphs, etc.; and support management in tracking and managing various administrative and operations programs and projects.
FV-H: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G (FG/GS 10/11). Specialized experience is defined as experience organizing office administrative functions in support of daily operations and purchasing supplies and equipment adhering to regulatory and procedural requirements; experience using computer software applications to prepare complex spreadsheets, correspondence, presentations, graphs, etc.; support management in tracking and managing various administrative and operations programs and projects; experience applying management principles, methods and techniques to solve problems of the organization; experience with the general management of an organization; experience developing and securing fiscal and business resources and services needed to manage and run an organization.

Education substitution for FV-G: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR a combination of education and experience may be qualifying for this position. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work.
There is no education substitution at the FV-H level.
Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited US educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

This position may be filled at the FV-G or FV-H level.
