The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information DOL’s key technology solutions and leadership. The Division of IT Administration, Policies, and procedures, Financial Operations Branch provides oversight for all financial operations, IT strategic sourcing and acquisitions for the OCIO. The incumbent reports to and serves as the key advisor on short and long-range goals for the division.
1. Prepares policy options based on OCIO's viewpoints, secure support for policy decisions. recommends alternatives for action and assists in the implementation of policies.
2. Plans, coordinates, directs, and provides advice and guidance on OCIO's budget to the Division Director, and Deputy CIO. Acts as a liaison with the Office of the Chief Financial Officer (OCFO) and the Departmental Budget Center (DBC) to assure that the OCIO budget is formulated and implemented in accordance with DOL, 0MB and GAO requirements and being continuously monitored for accurate and up-to-date information.
3. Exercises managerial and supervisory authority for subordinate staff, including, but not limited to: assigning and reviewing work; establishing positions; selecting candidates for employment and promotion; establishing performance standards and appraising performance; recommending awards; resolving minor grievances and complaints; identifying training needs; approving leave requests; and supporting Equal Employment Opportunity (EEO) affirmative action plans and objectives.
4. Plans and coordinates the OCIO strategic and operational planning process in accordance with DOL and 0MB guidance. Participates in establishing OCIO goals, strategies, measures and milestones. Monitors and reports on performance against OCIO goals, strategies, measures and milestones.
5. Develops and updates long- and short-term budget and performance goals and objectives in coordination with OCIO Directors.
6. Participates with senior managers in agency briefings to present and defend views and recommendations for changes in budget regulations and make contributions to the short and long range planning for the information resources program development, operating policy, and internal and external coordination. Collaborates with the OCIO Directors and advises the OCIO Director and the Deputy CIO on all phases of the OICOs financial management.
7. Develops budget plans for OCIO, including multi-year strategy and issue papers, to determine the needs and provide guidelines to other staff. Consults with managers within OCIO to ascertain projected resource requirements, and to ensure inclusion of all resource requirements in plans. Researches and develops necessary modifications to program plans to reflect resource strategies and financial constraints.
8. Oversees the preparation of requests for apportionments, allotments, allocations and operating budgets in compliance with all established 0MB, Treasury, GAO, and GSA requirements, and in compliance with DOL policies and procedures; and assures proper control over and utilization of carryover funds, when available.
9. Interprets and analyzes prior and current year financial data and reports to establish requirements to assure efficient resource utilization, recommending revisions to funding levels during the fiscal year as appropriate.
10. Develops, implements, and maintains office procedures to collect, monitor and control all funds received from other organizations. Monitor and control obligations, expenditures made against those funds, and promptly notify the IT Administration Division Associate Director and if appropriate the Deputy CIO and Associate Deputy CIO, of any discrepancies. Addresses billing problems directly or through staff with the agency liaison and/or Contracting Officers Representative (COR).
11. Coordinates with the Division of IT Governance, Department IT Portfolio Management/CPIC function to prepare annual the IT budget via the Exhibit 300s and Exhibit 52 in alignment with the OCIO budget.
12. Reviews, monitors, and manages the financial operations for OCIO to ensure conformity with DOL policies and procedures on administrative control of funds and maximizes utilization of OCIO resources.
13. Conducts and/or oversees monthly financial status reviews, and prepares quarterly and annual financial forecasts, and identifies problems and potential problems relating to fund utilization.
Performs other related duties as assigned.

3. Extensive experience in independently negotiate solutions to complex issues related to budget formulation and operational accounting and financial work.
