As an Operations Research Analyst, he/she applies knowledge of professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques to analyze variables that may affect the difficulty and complexity of air traffic control work necessary to validate facility pay and staffing levels. He/she performs multiple, varying and complex assignments under the minimal direction of a project/program manager or Team Manager. This work directly impacts the accomplishment of FAA strategic objectives.
As a principal technical specialist or as a project manager for large work activities, he/she applies comprehensive technical knowledge as well as an understanding of new technologies and methodologies to solve complex problems and develop improve technical processes or systems. Translates and documents business and technical processes into workflows and data process diagrams. He/she uses statistical analysis to report and analyze the health of all air traffic facilities. He/she data analysis techniques such as statistical significance, correlations, and regression analysis to configure data and to enhance reporting and data analytics techniques. He/she uses experience with relational data systems, such as Oracle DB, SQL Server or MySQL to gather and document requirement and processes for automated staffing systems, such as the Staffing Workbook. Uses data analytics applications and business intelligence reporting tools such as Business Objects, and Tableau to translate data into dynamic graphs and charts and to enhance data visualization.
He/she uses rigorous scientific analysis to evaluate problems, which confronts management decision-making, and identifies unusual deviations from established plans and policies. He/she applies systematic examination and development of alternative approaches to define and clarify the disadvantages an advantages probable choices to resolve problems. interprets and manipulates data into communications materials using info-graphics, presentations, and quick guides. Establishes and maintains databases to track, monitor, and analyze trends and prepares monthly, quarterly, and interim reports. Develops data-driven recommendations by synthesizing complex qualitative and quantitative data to form management decisions. Prepares statistical analysis reports and detailed analyses to formulate probable outcomes. Leads complex and challenging business analyses/studies of by gathering data, organizing business intelligence and developing staffing reports to provide information and recommendations with regard to placement and future needs for the Technical and Non-Technical Workforce.
Contacts are internal and external to Management Services, and include representatives from other Service units and FAA Lines of business. He/she often represents FAA as a senior technical point of contact on projects, programs and other work activities. He/she communicates results to all levels within AJG and the ATO. He/she plays a lead role in drafting, reviewing, and editing reports for final approval prior to external distribution. He/she presents briefings to obtain consensus/approval on policies and coordinates significant technical matters with representatives of external organizations.
Although board policies and objectives provide general guidance for addressing issues, he/she is allowed considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. He/she provides policy guidance and instruction to others, both internally and externally.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
