The Deputy Associate Administrator, Mission Support, reports to the Associate Administrator, Mission Support, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). The Deputy Associate Administrator provides executive-level leadership, management, and oversight of five direct-report SES component heads and additional subordinate SES executives in administrative and real property services, information technology and cyber security, procurement, security, human capital and the Mission Support Executive Office. The Deputy Associate Administrator also assists in planning the strategic direction of programs within the scope of responsibilities, evaluating the performance of those programs, and in analyzing the implications of changes to Mission Support organizations and programs.
The incumbent in conjunction with the Associate Administrator, is responsible for oversight and coordination of a full range of responsibilities including: development and implementation of Mission Support strategic goals, operational plans, and policies; resource requirements, allocations, and execution; coordination of Agency Mission Support activities within and outside of FEMA; and assessment of organizational efficiency, effectiveness, and responsiveness of programs to customers. Ensures customer service standards are met across all Mission Support responsibilities and services. Provides oversight on collection of metrics to track the health of administrative programs in Mission Support. Provides advice, assistance, and executive oversight of business practices to ensure optimal management practices as well as maximize efficiency and effectiveness of business line program services.
The incumbent provides oversight of all Mission Support components to include the Office of the Chief Administrative Officer; Office of the Chief Human Capital Officer; Office of the Chief Information Officer; Office of the Chief Component Procurement Officer; Office of the Chief Security Officer; and the Mission Support Executive Office. Provides oversight and guidance in delivering operational programs; stewardship of Agency resources; evaluating overall performance and issuance of policy; and formulating and executing the Mission Support budget.
The incumbent oversees administrative activities, operations, procedures, and policies utilizing management and organizational techniques, systems, and procedures in analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning for all Mission Support components.
The incumbent advises the Associate Administrator in the design and development of integrated processes, programs, systems, and strategies that effectively provides superior support to operations, as well as the development and implementation of technology solutions and information systems needed to execute mission programs.
The incumbent represents the Administrator, Deputy Administrator, or Associate Administrator at meetings and at negotiations with key officials within and outside FEMA, principally but not exclusively on issues and concerns that fall within the responsibilities of Mission Support. Exercises the authority to represent FEMA and the views of the Administrator.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.
Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the Mandatory Technical Qualifications and the Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 6 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. TECHNICAL QUALIFICATIONS – MANDATORY
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended.
