The incumbent directs a staff of highly technical specialists who are responsible for developing, disseminating and interpreting operating procedures and practices associated with the United States NOTAM System (USNS). Oversees and monitors submissions into the USNS and the dissemination of information on unanticipated or temporary changes to components of, or hazards to, the NAS to ensure accuracy and quality. This work is critical to the safe and efficient operation of the NAS and to the safety of the flying public. Work activities includes a mixture of routine and complex NOTAM governance projects/programs based on the objectives of Aeronautical Information Services and operational requirements.
Applies advanced technical knowledge of air traffic control communications, NAS operations/procedures to oversee and monitor NOTAM content to include runway closures, malfunctions to navigational aids, missile launches, and special traffic management programs and changes affecting airport arrival and departure procedures. Operates and maintains the USNS consistent with relevant international standards, regulations, agency and service unit business goals.
Utilizes program/project management principles to formulate positions to establish and oversee financial, business and planning activities for NOTAM operations. Applies advanced knowledge of administrative policies, procedures, and LOB objectives to manage, define, acquire, and allocate budget, staff, and other resources to accomplish objectives. Leads and integrates the budget planning processes for projects and programs.
Exercises the full range of supervisory responsibilities over a staff of highly technical employees. Managerial duties typically affect employees and managers to include planning and communicating the organizational/LOB vision, objectives, problem solving and change management. Responsibilities include setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and authority to take, recommend or approve corrective/disciplinary actions as appropriate. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.
Contacts are routinely internal and external. Interacts with FAA senior executives, leaders of national labor organizations and external stakeholders from the general public, aviation industry and other Federal agencies. As the focal point for NOTAM initiative, and supports and participates in the labor management partnership process, and responds to questions regarding the issuance of NOTAMs. Possesses authority to make commitments for the Directorate, to establish new policies/procedures and to make exceptions as necessary.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management and is regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Individual and organizational performance is reviewed periodically by the Group Manager usually through status reports and organizational performance measures. Incumbent has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.
To qualify for this position at the FV-K (FG/GS-15) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV J (FG/GS-14) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, specialized experience must have been at least equivalent to the next lower level.
Specialized experience: Experience using operational and nonoperational FAA aeronautical data flows to operate and maintain the US NOTAM System; assessing quality of NOTAM content and issuance procedures; developing operating instructions; applying project/program management principles to formulate/justify financial, business and planning activities for NOTAM programs.
