The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Provides analysis, oversight, and guidance for assigned communication programs and initiatives throughout CI. Assists the Communications Manager or senior specialist in developing and implementing the required program plans.
Advises the Communications Manager or senior specialist on probable internal and external reactions to planned Service actions.
Establishes and maintains effective working relationships with members of the news media and specialized groups interested in IRS programs.
Performs other duties as assigned.
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes developing and disseminating information materials to the general public or specialized target groups. Writing news releases, feature articles, radio and television scripts, annual reports, speeches, talking points, web content, brochures and other information materials. Establishing and maintaining effective internal and external working relationships. OR You may substitute education for specialized as follows: a Ph.D. or equivalent doctoral degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR 3 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
