 EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as an Environmental Protection Specialist  supporting Region Two with environmental and historic preservation reviews and compliance with law and executive orders. 

Typical assignments include:

  • Managing a workload of environmental policy compliance requirements and projects. 
  • Identifying and integrating significant internal and external regulations, policies, procedures, practices and systems that may affect the entire agency in the establishment, coordination, oversight, and execution of FEMA funded activities’ compliance with other EHP laws and executive orders, including, but not limited to
    the Endangered Species Act, National Historic Preservation Act, Clean Water Act, Clean Air Act, and Executive Orders 11898 (Floodplains), 11990 (Wetlands), and 12898 (Environmental Justice), 13690 (Federal Flood Risk Management Standard).
  • Planning and carrying out important environmental projects.
  • Reviewing projects to collect, analyze, and present data on environmental or historic preservation topics from a wide variety of traditional and nontraditional sources.
  • Conducting analysis and documenting impacts to the environment, drafts consultations with regulatory agencies, writes reports, documents, findings and determinations, and RECs relative but not limited to NEPA, CWA, ESA, CZMA, EO11998, EO11990.

Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You qualify for this position at the IC-11 level (starting salary $76,961) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:

  1. Performing reviews of environmental and/or historic preservation for potential impacts of resources;
  2. Reviewing Environmental and/or Historic Preservation projects for compliance with law and regulations; and, 
  3. Analyzing data from a variety of sources to provide recommendations.

OR

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M.

OR

Combination of education and experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
