DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (DHA). NRC DHA is not permitted for internal NRC recruitment or promotion actions. Current permanent NRC employees are not eligible to apply.
As a Health Physicist, at the full performance level of this position, you will serve as a technical specialist contributing to the management, planning, development, and technical direction of nuclear safety and radiation protection research programs. This includes, but not limited to, conducting and coordinating specialized research and analysis in many multi-disciplinary scientific fields including health physics (internal and external dosimetry, environmental pathway analysis, nuclear instrumentation, radiation biology and physics) as well as statistics and/or epidemiology. Duties include but not limited to:
1. Provides principal project management support for research programs in radiation protection and health effects for use as the technical basis for the regulatory framework and for reactor, materials, decommissioning, waste and security licensing decisions. Identifies resources and develops supporting documentation for the development of the regulatory framework and associated guidance.
2. Manages radiation protection and dose assessment computer codes under the Radiation Protection Computer Code Analysis and Maintenance Program (RAMP). Including the development, maintenance, distribution and training on Nuclear Regulatory Commission (NRC)-sponsored radiation protection and dose assessment computer codes.
3. Performs computer code programming and development for RAMP computer codes through the entire software development life cycle. This life cycle includes requirements and design documents and activities. It also includes coding/compiling, verification against requirements and design, code validation, testing, debugging (i.e., major and minor code errors), deployment of codes, maintenance and software quality assurance
4. Interacts with RAMP stakeholders in other NRC offices including the Office of Nuclear Reactor Regulation (NRR), Office of Nuclear Materials Safety and Safeguards (NMSS), Office of Nuclear Security and Incident Response (NSIR), and Regional Offices, etc. Interacts with external stakeholders including RAMP users within the US government, private organizations, and members of the international community.
5. Performs Contracting Officer's Representative (COR) duties to include defining work requirements on statements of work (SOW); developing independent government cost estimates (IGCE), evaluating contractor proposals; monitoring contractor efforts, reviewing contract deliverables and milestones, monitoring spending plans and final contract closeouts.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
For the GG-11 Level:
To qualify at the GG-11 grade level, you must have at least one year of specialized experience equivalent to the GG-09 grade level which is defined as experience that demonstrates the basic knowledge in computer languages (i.e., Fortran, C++, Java, HTML, and/or XML), scripting languages (i.e., JSON, LUA, PYTHON, and/or Perl) and knowledge in one or more of the following areas of health physics: radiation physics, radiation biology, internal and external dosimetry, radiation detection and measurement, environmental radiation, and atmospheric transport and dispersion of radionuclides.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.
For the GG-12 Level:
To qualify at the GG-12 grade level, you must have at least one year of specialized experience equivalent to the GG-11 grade level, which is defined as experience that demonstrates computer language coding experience (i.e., Fortran, C++, Java, HTML, and/or XML), scripting languages (i.e., JSON, LUA, PYTHON, and/or Perl) and technical experience in one or more of the following areas of health physics: radiation physics, radiation biology, internal and external dosimetry, radiation detection and measurement, environmental radiation, and atmospheric transport and dispersion of radionuclides.
For the GG-13 Level:
To qualify at the GG-13 grade level, you must have at least one year of specialized experience equivalent to the GG-12 grade level which is defined as experience that demonstrates computer language coding experience (i.e., Fortran, C++, Java, HTML, and/or XML), scripting languages (i.e., JSON, LUA, PYTHON, and/or Perl) and technical experience in one or more of the following areas of health physics: radiation physics, radiation biology, internal and external dosimetry, radiation detection and measurement, environmental radiation, and atmospheric transport and dispersion of radionuclides, to develop and analyze regulatory criteria, guidance, and/or technical positions or issues.
The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge of and experience implementing the principles, theories, and practices of power reactor radiation protection, health physics, internal and external dosimetry, radiological environmental monitoring, and atmospheric transport and dispersion of radionuclides. Examples may include your experience in applying your knowledge in health physics and radiation protection programs in areas of commercial nuclear power plants, nuclear material applications (i.e., industrial and consumer usage), medical radionuclide applications and research and academic applications. Examples should also include your experience and knowledge in health physics: radiation physics, radiation biology, internal and external dosimetry, radiation detection and measurement, environmental radiation, and atmospheric transport and dispersion of radionuclides.
2. Demonstrated skills of computer code programming, development, maintenance, and application for analytical health physics and dose assessment computer codes. Examples may include your experience of computer code planning, development, maintenance, assessment, and application that you have led or been involved in including identification of code improvements, modification of code structure, verification testing, and related documentation. Examples may also include your specific role and specific work products that reflect your technical knowledge and contribution to the projects. Examples may also include your experience of your knowledge computer programming and scripting languages and code development tools such as: Fortran, C++, Java, HTML, XML, Microsoft Visual Studio, JSON, LUA, PYTHON and Perl. Examples should also include experience with health physics analytical computer codes such as MCNP, RASCAL, VARSKIN, RADTRAN, RADTRAD, NRCDose, RESRAD, VSP, IMBA and GENII.
3. Demonstrated ability to establish and maintain effective work relationships with management and staff, coworkers, and personnel of other U.S. government agencies or equivalent industry organizations and/or international organizations. Examples may include your ability to use informal and formal networks to build support for programs. This may include your experience to serve as a point of contact on health physics analysis or internal and external dosimetry analysis or radiation protection analysis for new and advanced reactor designs, with other program offices, the Commission or equivalent industry organizations, advisory groups, international organizations, and/or other stakeholders, and your experience providing advice and recommendations on research areas and initiatives to enhance regulatory effectiveness and efficiency. Provide examples of specific assignments that required you to work within a team environment, the techniques used to develop effective working relationships, and your role on the team.
4. Demonstrated ability to effectively communicate technical information both orally and in writing. Examples may include your specific experience and accomplishments which demonstrate your ability to lead complex technical discussions and consolidate complex and diverse opinions into concise, balanced and well-founded recommendations; and communicate effectively in work relationships with subordinates, peers, management, and/or government or industry officials to develop solutions to technical and/or regulatory problems and issues. Describe the kinds of oral and written presentations you have made to represent agency positions to others and complex technical documents you have developed. Describe what editorial review of work prepared by technical staff you have conducted if any.
