Studies, advises and consults on matters concerning the technical design and operation of flight simulators and training devices including integration of advanced aircraft avionics and Fly-By-Wire systems primarily used within Part 121 air carrier or part 142 training center environments. Evaluates Flight Simulator Training Devices (FSTD) to ensure it meets initial and continuing qualification requirements.
Uses objective testing methodology in the analysis of aerodynamic reaction of the FSTD model in response to ground reaction, vehicle configuration, control, and environmental inputs with respect to that of the aircraft being modeled. Performs testing to ensure fidelity in lateral, longitudinal and directional axes in air as well as on-ground characteristics. Ensures FSTD control, motion, visual, and sound systems are tested for proper calibration and correlation with FSTD modeling output. Uses holistic approaches in conducting analysis of FSTD handling, performance, and systems, this includes FSTD ancillary systems such as instructor operating stations (IOS) and others as applicable.
The employee develops new techniques for solving highly complex technical problems and provides expert advice in highly technical aspects of flight simulator technology. Provides advice and expert services on unusual situations not falling within the areas of typical flight simulator activity including new training device technologies and novel aircraft types. Develops methods, procedures and approaches for testing and evaluation of FSTD’s. Conducts special studies of technical problem areas pertaining to flight simulator approval standards of criteria. Develops and recommends new agency wide standards and policy with respect to the objective testing and evaluation of FSTD’s. Collaborates with other Aerospace engineers in the analysis of petitions for deviations, exemptions and Alternate Means of Compliance proposals.
Applies program management principles to manage FSTD programs related to new or existing aircraft by working directly with FSTD Sponsors, Training Device Manufacturers (TDM) and or aircraft Original Equipment Manufacturers (OEM). Analyzes various types of data for the purpose of validating FSTD performance and handling including predicted data for aircraft in development. Advises the assigned Aviation Safety Inspector Team Leader of concern areas and suggests mitigation.
Participates in meetings to convey agency expectations and requirements, audits of engineering simulators, processes, and other program activities in accordance with established processes. Maintains records of events and advises the manager on program progress.
As a recognized expert in the flight simulation field, he/she provides consultation, advice, assistance to management and technical support to the Training and Simulation Group on matters pertaining to FSTD characteristics, capabilities, and qualifications. Supports all internal processes including those pertaining to FSTD modification and qualification status using applicable computer based applications. Contacts are with Flight Standards and FAA Management, senior technical experts, employees or groups in the immediate organization, field facilities, and with outside organizations such as consultants or contractors, government agencies, industry working groups, aircraft data providers, training device manufacturers, FSTD sponsors, and regulators from other National Aviation Authorities.
Prepares a variety of correspondence in response to internal and external inquiries and authors guidance intended for internal and or external stakeholders; Participates in industry work groups, regulatory panels and meetings with individual sponsors. Represent the organization to present topics of interest to industry or agency representatives.
Basic Requirements: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,
Alternative Requirements: Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
•Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;
•Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
•Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A;
•Related curriculum: - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I/FG-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes knowledge of flight simulation. Work experience in the application of flight simulation training device regulations, policy, and evaluation. Expertise in engineering theories, principals, concepts, standards and methods. Interpreting or developing flight simulation policies or programs. Using flight simulation knowledge to develop new and innovative approaches for advancing methods. Developing techniques to resolve highly complex technical problems and analyzing a variety of technical data.
In addition to the minimum qualifications, the following has been determined to be selective factors for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. 1. Experience in applying engineering principles of aircraft and/or rotorcraft flight simulation, particularly in the areas of flight performance and handling, and/or flight simulator cueing systems.
2. Experience in the engineering, validation, and application of objective testing standards on FSTD hardware and software systems.
