Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities. Incumbent applies experience and advanced technical knowledge of the National Airspace System (NAS) to solve complex problems and develop improved technical processes or systems. Performs trend analysis in air traffic incident, runway safety and national safety goals. Understands how the technical area interact with or are affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.
Applies qualitative methods to analyze complex NAS systems and programs to provide advice and insight about the probable effects of alternative courses of action in the acquisition, management and deployment of major systems or programs.
Plays a role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.
Prepares reports and statistical data that contain analysis and findings of facts and recommends changes in air traffic work methods, procedures, air traffic quality control activity reports and actions to improve employee performance.
Participates in air traffic control accident/incident investigations, when needed for subject matter support. Provides comprehensive, detailed air traffic control information as required for litigation support. Provides air traffic process information support to facilities for air traffic accident and incident reporting. Conducts a review of air traffic control accidents and incidents. Coordinates with other air traffic control technical experts to discuss findings, assures that the total system requirements are considered and that differences in air traffic control policy application are resolved.
Assists with quality control program tracking processes in order to provide overall statistical analysis for the group. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.
Performs other related duties as assigned such as statistical and trend analysis, research, evaluations and studies.
Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches.
Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations.
Work activities typically impact directly on the objectives of one or more major Lines of Business (LOB's) and may impact on the objectives of the FAA. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience with and knowledge of quality control programs including PDARS, ATQA, CEDAR, SATORI, and/or Business Objects. Experience tracking/sorting data via Excel pivot tables and or workbooks. Applicants should include examples of specialized experience in their work history.
