The incumbent shall act as a liaison within NMSS and between NMSS and other program offices in the formulation of NRC policy and positions relating to the conduct of regulatory impact studies cos/benefit analyses, design costing methods, research and develop cost estimating relationships and develop data sources for costing of proposed regulatory changes, including engineering modifications to commercial nuclear power generating facilities and fuel cycle facilities, and the industrial and medical use of radioactive materials. As such, the incumbent will develop policy, provide problem resolution and perform direct cost/benefit studies in support of regulatory changes as well as perform independent cost analyses for the NRC.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1. Demonstrated ability to conduct regulatory impact studies and cost/benefit analyses, design costing methods, research and develop cost estimating relationships, and develop data sources for costing of proposed rulemaking changes for the regulatory oversight of commercial nuclear power generating facilities and fuel cycle facilities, and the industrial and medical use of radioactive materials. The incumbent must be familiar with the full range of cost considerations as they relate to the U.S. commercial nuclear program.
(EXAMPLE: Be specific in describing the breadth and depth of your experience. Describe specific education, training, and assignments that demonstrate your ability to develop policy, provide problem resolution, and perform independent cost/benefit analyses in support of regulatory changes at all phases of rulemaking activities. Discuss the cost/benefit analyses you have authored, how you presented the impact of the proposed and alternative actions in the report containing the results, and how you evaluated and assessed the accuracy of the cost/benefit analysis.
2. Demonstrate knowledge of the principles, theory, and practices in the field of regulatory cost/benefit analysis related to nuclear power generating facilities, fuel cycle facilities, and the industrial and medical use of radioactive materials. Explain the methods, modeling, and data sources and techniques used to identify, analyze, and develop conclusions regarding cost/benefit assessments of rulemaking and other regulatory actions.
(Example: Describe specific experience, education, training, and accomplishments demonstrating knowledge and skills in the areas of regulatory cost/benefit analyses. Describe your understanding of the policies, concepts, and practices involved in preparing cost/benefit analyses, uncertainty analyses, and technical reports on rules or other regulatory documents. Provide specific examples where you have applied cost/benefit experience and knowledge to a specific activity and describe your level of responsibility for their application.
3. Ability to use interpersonal skills to interact effectively with peers, management, and representatives of the industry, and to develop and implement successful approaches to problem solving and conflict resolution.
(Example: Provide examples of specific experience problem solving and providing constructive comments on the work drafted by others that demonstrates your ability to use interpersonal skills to deal professionally with peers, mentor and develop junior staff, and resolve conflicting views with management officials within and outside the NRC. Describe instances that required you to use tact, diplomacy, and negotiation skills to achieve cooperation, solve problems, and reach consensus.)
4. Ability to communicate information, ideas and advice in a clear, concise and logical manner, both orally and in writing, to internal and external stakeholders of Federal agency, corporation, or other large organization.

Formal education at the university level comparable to that obtained from under-graduate level training (i.e., Bachelor's Degree in Business Administration, economics, accounting, or finance) and experience with the electric utility industry, its regulations, economic marketing, financial, and operational matters
The duty location of this position is Rockville, MD. In general, employees are expected to be in the office 4 days per pay period. Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
